ORGANIZATIONAL SETTING AND REPORTING RELATIONSHIPS: This Human Resources Officer position is located in the Human Resources Section (HRS) within the Administrative Services Branch (ASB) of the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), Geneva.

RESPONSIBILITIES:

Within the limits of delegated authority, the Human Resources Officer reports to the Chief of HRS, the incumbent will be responsible for the following duties: In terms of Recruitment and Staff Selection activities, he/she provides guidance to programme managers of branches, sections and field-based offices in the interpretation of applicable Staff Rules and Regulations; Provides assistance to Head of the Recruitment and Roster Unit in identifying upcoming vacancies, both in OCHA-Geneva and in the field offices;Provides support in and advice on overall coordination and overseeing the vacancy management processes of OCHA Geneva Headquarters and field staff positions, in order to ensure adequate overall staffing levels and timely recruitment of staff assigned to OCHA Headquarters and humanitarian assistance programmes; Prepares vacancy announcements and advertises through Information Technology means at a required level; Conducts eligibility screening of applications regarding advertised posts and prepares short-lists of suitable candidates for further suitability determination by the substantive branches and sections, while providing assistance and support as necessary; Provides advice and a full-fledged assistance to hiring managers of branches and fieldbased offices in preparation of interviews and other evaluation techniques to select candidates;Regularly, serves as secretary and alternate ex-officio of the OCHA internal Staff Review Panels; Provides support to Head of the Recruitment and Roster Unit in monitoring and evaluating recruitment and placement related activities of client offices; provides recommendations and necessary changes and/or corrections to Head of the Recruitment and RosterUnit on overall management of the recruitment and selection activities; Prepares statistics and consolidated reports on general recruitment and staff succession planning-related activities; serves as one of the focal points, if requested, in OCHA-Geneva regarding Inspira E-staffing System, to that extent, provides necessary support and advice to hiring managers on operating the vacancy (job opening) management and selection modules, including competency-based interview techniques;Within the limits of delegated authority, the incumbent Supervises and monitors the work of the Human Resources Assistants in carrying out specific human resources recruitment actions including preparation of interviews and other assessment tests, maintenance of staffing tables, and processing of selection cases; and, provides support and advice to Head of the Recruitment and Roster Unit on reviewing requests from branches, sections and field offices for temporary, fixedterm and/or emergency recruitments; Provides advice to hiring managers and individual staff members on interpretation and application of staff selection system, as well as exceptions to UN Rules and Regulations: Performs other related tasks (as necessary).

COMPETENCIES

PROFESSIONALISM: Ability to conduct independent research and analysis, identify and address key HR-related issues, and recommend suitable solutions; Familiarity with OCHA's mandate and its activities as well as with its field-based operations in terms of field staff recruitment and staff selection procedures; Very good knowledge of and practical/hands-on experience with staff recruitment; strong understanding of the UN Staff Rules and Regulations as well as with its Policies and Procedures; Ability to interpret Staff Rules and Regulations and their applicability in the practice in terms of recruitment and staff retention; Familiarity with the UN common system, its human resources policies, procedures, practises, regulations, and rules is desirable; Demonstrates professional competence and mastery of subject matter; Is conscientious and efficient in meetingcommitments, observing deadlines and achieving results; Remains calm in stressful situations; Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

COMMUNICATION: Speaks and writes clearly and effectively; Listens to others, correctly interprets messages from others and responds appropriately; Asks questions to clarify, and exhibits interest in having two-way communication; Tailors language, tone, style and format to match the audience; Demonstrates openness in sharing information and keeping people informed.

CLIENT ORIENTATION: Considers all those to whom services are provided to be “clients ” and seeks to see things from clients’ point of view; Establishes and maintains productive partnerships with clients by gaining their trust and respect; Identifies clients’ needs and matches them to appropriate solutions; Monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; Keeps clients informed of progress or setbacks in projects; Meets timeline for delivery of products or services to client.

PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; Identifies priority activities and assignments - adjusts priorities as required; Allocates appropriate amount of time and resources for completing work; Foresees risks and allows for contingencies when planning; Monitors and adjusts plans and actions as necessary - Uses time efficiently.

QUALIFICATIONS

Experience: A minimum five (5) years of progressively responsible professional experience in Human Resources Management (preferably with a strong emphasis on recruitment and staff selection), Public or Business Administration, Law or related area is required; A practical/hands-on professional experience with recruitment and staff selection-related activitieswould be a strong asset; Relevant professional experience within the UN common system (particularly, working experience with field-based activities/operations, in terms of recruitment and staff retention) would be a strong advantage.

Education: Advanced university degree (i.e. Master's degree or equivalent) in Human Resources Management, Public or Business Administration, Law, Social Sciences, or in a related area is required; A first-level university degree (i.e. Bachelor’s degree or equivalent) in one of the above mentioned academic disciplines in combination with qualifying relevant professional experience may be accepted in lieu of advanced university degree.

Languages: For this position fluency in English (both oral and written) is required; Knowledge of another official UN language is an advantage.
