Contractual conditions: Swiss salaried contract 4 459 Chf (~3 500€) < > 5 626 Chf (~4 500€) / month according to experience x 13, Holidays: 25 days per year. General description of the position:As representative of the organisation, the Country representative is responsible for the management and coordination of all Terre des hommes (Tdh) activities in Sudan

Main responsibilities:

Representations :• To attend or delegate attendance to appropriate external humanitarian meetings, both general and sector, in order to ensure Tdh’s aims and activities are shared with humanitarian partners• To act as the local Tdh focal point for donor activity including direct donor interface and the maintenance of documented knowledge of local donors and their respective strategies and funding cycles in Sudan• To ensure overall Tdh coordination with the government including the sharing of information and reporting. In particular, guarantee that all formalities required by the government are prepared properly, kept up to date, and presented punctually

Coordination : • To facilitate coordination between key staff members including the Deputy Country Representative, the Finance and Administration Coordinator, the project managers and the project staff• To organise internal coordination meetings for cross-departmental issues and planning purposes• To organise, maintain, and support a ‘back up’ system for key Tdh staff for coverage during work absences• To submit monthly coordination situation reports (SITREP) to the HQ Desk Officer

Strategy and institutional policy:•To participate in the implementation and the review of the strategy for Tdh in Sudan

Programme: • To act as the instrument of facilitation for program activities; ensure proper office functioning for the achievement of support roles and tasks while respecting budget and timeline parameters; a service-oriented support outlook will be maintained by support staff members• To guide the activities of Tdh Sudan while respecting and identifying a program and advocacy strategy in line with the Tdh Lausanne institutional mandate• New areas of intervention for Tdh Sudan will be explored with regular reporting and exchange with the HQ Desk Officer• To take charge of the monitoring and evaluation of ongoing programmes; ensure project work plans are in place and regularly monitored• To follow and ensure respect of programme action plans; facilitate exchange and troubleshooting; follow up on Thematic Advisors’ and Regional Advisors’ recommendations; solicit programme support from the HQ Desk Officer• To be responsible for local fund raising with donors based in Sudan• To Act as focal point for new proposal drafting• To perform a regular context assessment of Sudan and the region• To decide upon and implement an appropriate visibility strategy based on the local context especially taking into account security issues in consultation with the HQ Desk Officer• To ensure maintenance of program files by financed grant; files will include the proposal, contract, pertinent correspondence with the donor or other actors, budget information, and all reports

Finance:• To maintain the Signatory Schedule for the delegation with the Finance and Administration Coordinator• To ensure the implementation of the Tdh finance guidelines manual and provide guidance on proper use of Tdh finance coding with the Administration and Finance Manager • To review monthly budget and monthly reports with the Finance and Administration Coordinator• To ensure timely payments of monthly bills to suppliers and service providers with the Finance and Administration Coordinator• To manage all in-country contracts, donor and other in coordination with the Finance and Administration Coordinator• To take overall responsibility for all funds sent to the delegation

Human resources management:• To manage Tdh employees in Sudan, expatriates as well as local staff• To promote strategies for the capacity building of national staff• To design and implement staff nationalisation plan for key positions• To ensure that Tdh meets all the basic requirements of the local law in respect to employment conditions, social security, tax and other related matters• To oversee the updating of job descriptions for all Tdh staff members• To manage and update national staff policies and procedures for administrative issues; provide trainings to ensure transparent comprehension on the part of Tdh staff• To undertake transparent recruiting procedures as defined in the administrative procedures• To ensure regular performance evaluations of the Tdh staff• To maintain a transparent and fair grade and salary grill for Tdh staff• To ensure accurate staffs leave tracking and implement quarterly plan of staff leave days• To post official annual holidays for Tdh Sudan for the calendar year according to established official national holidays• To implement disciplinary regulations as per administrative policies

Logistics: • To oversee the improvement and to maintain warehousing, purchasing, and transport guidelines for Tdh Sudan• To ensure monthly logistic reporting and to maintain transparent filing system• To ensure maintenance of all Tdh Sudan physical assets with a cost tracking system and calendar of regular scheduled upkeep

Reporting:• To provide to the HQ Desk Officer with regular Situation Report (monthly)• To edit monthly activity reports in line with program objectives and indicators and to edit donor reports for timely submission to the HQ

Child protection policy:• To commit to respect Tdh Risk Management Policies including: Child Protection Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy• To commit to ensure the best implementation possible of the Tdh Risk Management Policies in Sudan.
• To commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies

Education: University degree or similar educationLanguage: English (French or Arabic will be an asset)Experience: Minimum 10 years overseas experience with an INGO, managing complex projects (local and expat teams) and excellent team leadership, organizational and managerial skillsExperience of major institutional donors (EU, ECHO…) and ability to produce successful project proposals and high quality reports

Knowledge of fund accounting, procurement and financial management of key donor agenciesExperience undertaking field assessments and exploratory missions; Excellent knowledge of Project Cycle Management

Skills: Dynamic and independent; good team spirit and good sense of humour; excellent analytical oral and written communication skills; willingness to frequently undertake business trips to visit the project locations; resistant to stress
