Overall Responsibilities

MSH is seeking candidates for an upcoming program in Liberia that will strengthen health systems and improve the quality of priority health services. The program focus areas will include performance-based financing, supply chain management, and institutional capacity building with emphasis on effective decentralization of services. Anticipated health-specific focus will be on maternal and child health, reproductive health and family planning, malaria and HIV/AIDS.

The Capacity Development and Health Systems Strengthening (CD&HSS) Specialist provides capacity development and coordinates technical assistance in management and leadership development for the central MOHSW and county health and social work teams (CHSWTs) to build capacity at three levels: (1) individual (health workforce), (2) organization (health services), and (3) systems (leadership and governance). The CD&HSS Specialist collaborates on establishing an effective technical exchange and support network among service provision partners and institutions, including international and local NGOs and FBOs. He or she will work with the MOHSW, through the newly established Capacity Building Core Group (CBCG) and NGO and FBO partners to assure that health facilities have the staff and technical support necessary to sustain the delivery of the EPHS; to ensure that roles are designed to make effective use of skilled workers; and to build a network of highly functioning g CHVs as part of a national strategy to empower communities and strengthen their role in governance and service delivery. The Specialist will work collaboratively with the MOHSW’s CBCG to design and implement capacity building programs for central, county, hospital, and health center managers. She or he will participate in periodic seminars and conferences to share and disseminate experience among key actors in the public, NGO/FBO, and commercial sectors on best practices related to capacity building strengthened health systems and improving health outcomes.

Specific Responsibilities

  1. Provide necessary technical and logistical capacity building support to MOHSW and county health and social work teams (CHSWTs) to implement the EPHS.

  2. Strengthen capacity of MOHSW and CHSWTs in financial management, procurement, and HMIS in order to successfully meet the requirements for the Fixed Amount Reimbursement Agreement (FARA).

  3. Provide technical assistance (TA) to MOHSW and CHSWTs in HMIS, operations systems, financial management, human resource management, and continuous quality improvement.

  4. Work collaboratively with CHSWTs to identify gaps in strategy and budget development, quality of care, and staff retention, and design appropriate strategies to address challenges.

  5. Assess gCHV capacity and conceive and develop modules to train gCHVs to ensure sustainability, ownership and decentralization of health services at the community level.

  6. Receive input from MOHSW Program Heads on opportunities to build capacity within their technical areas and work collaboratively to design appropriate state-of-the-art strategies to address capacity challenges.

  7. Participate in periodic seminars and conferences to share and disseminate capacity building best practices, experiences and results among key actors in Liberia, in the public, private, and civil society sectors.

  8. Strengthen MOHSW capacity to shape, drive and own their development.

Qualifications

  1. Minimum of 10 years of relevant technical experience working on capacity development in a developing country environment.

  2. Must possess an MPH or similar a related degree from an accredited university program, or have equivalent experience.

  3. Experience and progressively increasing responsibility in the areas of training and human capacity development.

  4. Demonstrated effectiveness working on USAID-funded projects with MOH counterparts.

  5. Significant involvement in health reform activities is desirable.

  6. Demonstrated ability to develop and maintain effective working relations with government officials, private sector entities, and professional associations.

  7. Demonstrated effective interpersonal skills, leadership, and creative problem-solving and ethical management.

  8. English fluency required.

  9. Ability to travel within Liberia as needed.

  10. Demonstrated ability to community effectively verbally and in writing.
