Organizational Setting and Reporting Relationships: Under the overall guidance of the High Level Committee and directly reporting to the SRSG, the Coordination Adviser will be responsible for providing the SRSG and the members of the Commission with accurate and timely technical and legal advice on all related issues.

Responsibilities

  1. Provides high-level advice on management, strategic, legal and coordination to the SRSG and Steering Committee

    • Advises and supports the SRSG and the Steering Committee in achieving the stated strategic objectives;
    • Provides substantive legal and technical advice on all aspects related to the functioning of the commission;
    • Supports the General coordinator in reporting to the SRSG and Steering Committee to enable them to exercising an effective oversight of the working groups;
  2. Advises the General Coordinator in the coordination of technical working groups and supports them in ensuring timely delivery of outputs

    • Assists the general coordinator in ensuring effective coordination and proper workflows within and among working groups with a focus on the stated strategic objectives;
    • Advises working group coordinators on international best practices adapted to the Bissau Guinean context.
  3. Serves as liaison between the UN and the Commission

    • Supports the SRSG's good offices and coordination role as they relate to the objectives of the commission;
    • Support the general coordinator in ensuring timely and accurate sharing of information among all relevant stakeholders to facilitate consensus around strategic objectives;
  4. Proposes a Road Map for the preparation of the Round Table, to be approved by the Commission.

    • Support the general coordinator in coordinating the preparation of the Round Table Materials, specifically help to set up a drafting group in the preparation of the documentation needed for the roundtable meeting. Realistic timetable for the preparation of the roundtable materials should be established, taking into account the time required for translations, printing and distribution;-Support the SRSG and the Commission in organizing the consultation process with the development partners on the preparation of the Round Table.
    • Support the general coordinator in ensuring timely organization of the high-level visit to selected donor capitals in preparation of the roundtable meeting.
    • Provides support to the Joint Secretariat that will be responsible for preparing meeting agendas, documentation and minutes of the roundtable meeting.

Impact and Results

The advisor will support the general coordinator in supporting the transitional government in articulating a platform for the remainder of the transition period leading up to elections as well as build consensus around a strategic plan that can guide the newly elected government in 2014. It will further support the organization of a pledging roundtable to ensure adequate funding for the strategic plan.

Competencies- Professionalism: Demonstrated high-level knowledge of public administration and public law; demonstrated ability to prepare clear and rigorous legal briefs, technical opinions and a variety of legal and strategic documents; strong analytical skills and ability to conduct comprehensive research on a range of legal issues including those of a complex and/or sensitive nature; knowledge of the overall situation in Guinea Bissau and/or region/CPLP countries;- Planning and management: Skills and ability to coordinate and manage the work of others, work to tight deadlines and handle multiple concurrent project activities and experience in management of international programs and projects;- Leadership: Ability to anticipate and resolve conflicts by pursuing mutually agreeable solutions; drive for change and improvement in accomplishing of goals and objectives. Ability to establish and maintain effective working relations both as a team member and team leader;- Teamwork: Ability to interact and to establish and maintain effective working relations with people of different national and multi-cultural backgrounds; strong negotiating and interpersonal skills;- Communication: Excellent communication skills, including the ability to convey complex strategic and legal concepts, both orally and in writing, in a clear and persuasive style tailored to match different audiences.

Education:- Masters degree in development studies, economy, international relations, political science or related field

Experience:- Minimum of ten years of experience providing high-level advice to senior officials or public institutions on public administration, or constitutional, public or administrative law, or good governance.- Experience in working in aid coordination - Familiarity with Paris Declaration, and Busan Partnership and the New Deal- Experience in resources mobilization- Experience of organizing Round Tables is an advantage- Work experience in the region is an advantage

Language Requirements:

  • Fluent in French and Portuguese is required
  • Fluency in English is an advantage
