CAFOD, one of the UK’s leading international aid agencies, is currently looking for a Programme Manager to be part of their SE Asia team based in Phnom Penh. This is an exciting time to join the SE Asia team as we begin implementation of our new 5 year regional strategy. We are currently recruiting several new roles to help fulfil this strategy so the successful candidate will be joining a newly formed team and the Programme Manager will play a key part in leading the programmes team development and overall success.Job profileThe Programme Manager will lead on the implementation of regional and country strategies through the effective management of a diverse team of programme staff ensuring alignment and quality control. The Programme Manager will develop programme frameworks to achieve these goals and plan, monitor, and oversee the implementation of this work in line with CAFOD’s values and working principles. This will also involve strong working relationships with local partners and donor representatives, and engagement with local authorities and the private sector. Job roleThe PM will be responsible for the delivery of the integrated regional programme based on the regional strategy to agreed standards within agreed budget. This will be achieved through membership in the SE Asia Management Team, effective line management of the programmes team, oversight of M&E, donor contract implementation and management, and working closely with the Programme Development and Funding officer on proposal development and writing. In the event of emergency response in the region the PM will coordinate with the humanitarian department as needed. Your profileLine management is key to this role so we are looking for candidates who have proven experience in effectively managing a diverse team and who are enthusiastic about managing and developing staff. Candidates should also be confident in developing and implementing strategies, preferably at a regional level and confidence in all aspects of Project Cycle Management is a must. A good understanding of development issues in the region will be required as will demonstrated experience of programme management in two or more of following areas: Land and Natural Resource Management; Public Private Partnerships, Disaster Risk Reduction and Resilience, WASH , and humanitarian response. Experience of programming in partnership and establishing relationships and influencing key stakeholders are essential. Ability to travel frequently for periods of up to 2 weeks 4 or 5 times a year will be required.
