- Topic: Consultancy Services for Organisation/firm-To conduct a Feasibility and costing analysis of the social cash transfer schemes in SNNPR and Oromia regions (Two months)
- Background: Recent years in Ethiopia saw an increased use of cost analysis approaches in the area of social protection. It is important for the ministry of labour and social affairs to conduct a cost analysis of the social cash transfer scheme being fully operationalized in the two selected regions with the aim of indicating which types of non-contributory social protection intervention are affordable (cost-feasibility analysis), which option delivers a given level of benefit for the lowest cost (cost-efficiency analysis), or which design option yields the highest level of effectiveness for a given cost (cost-effectiveness analysis). Determining whether benefits of a given intervention can be expected to be larger than its costs, or estimating rates of return of public investments in social protection is much more complex.
Responding to the lack of national empirical evidence, international aid actors and UN agencies are in partnership with the government of Ethiopia through its ministry of labour and social affairs using a national social protection platform have launched social transfer pilot project in Tigray region in an attempt to demonstrate that innovative forms of social transfers can be implemented and can generate very positive results, and eventually support the implementation of national policies
Objectives: a) To determine the total cost of a social cash transfer programme in each of the two regions.b) To estimate the total incremental costs at scale.c) To appropriately determine the amount to be transferred per Beneficiary Household
Qualification of Firm/ experience required for the team composition• Master’s degree in Economics, Social Policy or other relevant fields.• A minimum of ten years of progressively responsible experience in development and/or implementation of social protection programmes• Experience in social policy development and delivery in developing countries in general and sub-Saharan Africa in particular. Strong background in statistics, modelling and econometrics
• Knowledge of challenges and issues on development, poverty, vulnerability and exclusion in general and in Ethiopia in particular• Strong analytical aptitude, communication and presentation skills• Outstanding communication skills in English required • Computer proficiency: MS Office, Excel, SPSS and other relevant tools
