Position Summary:Background: Pact is implementing access to justice and legal empowerment programming in South Sudan in conjunction with its peacebuilding, governance and humanitarian programming. Pact’s programming focuses on increasing access to justice in both rural and peri-urban areas of South Sudan through support and technical assistance to the Government of the Republic of South Sudan (GRSS), state and local governments, civil society, communities and individual clients. Pact’s justice programming seeks to expand government and traditional authorities’ justice service delivery capacity, strengthen and enable civil society to advocate for and provide justice services, and increase individual citizens’ understanding of their fundamental rights and ability to access to legal services with a particular emphasis on programming targeting vulnerable and conflict-affected populations. As part of this programming, Pact supports a series of legal aid clinics, paralegal networks, strategic litigation, research and policy analysis and provides training for the organized forces on international humanitarian law and the laws of South Sudan, training for government and traditional authorities on the constitution and laws of South Sudan, and other support to justice sector actors, civil society and communitiesResponsibilitiesThe Technical Advisor’s responsibilities shall be balanced between (1) providing technical assistance to Pact’s program staff andjustice partners in government and civil society under INL, DANIDA, SIDA, EU or other access to justice projects, including program management as required; (2) providing context analysis in Pact’s areas of programming; and (3) program design and program development. The Technical Advisor shall spend significant time in the field, in very basic and often insecure environments, supporting Pact’s partners and field staff.

Technical Advisor shall perform the following tasks:

• Support strategic thinking within Pact on integration of justice services and programming across relevant sector programs;• Work with Program/Project Managers to coordinate access to justice programming across projects (ex: INL, DANIDA, SIDA, EU, etc.) and with other ongoing Pact programs;• Support Pact Program teams to provide technical assistance, oversight and support to program partners;• Support government and civil society partners to improve justice service delivery and access to justice;• Work with the M&E team to develop and/or improve indicators and measurements of access to justice programming;• Work with the M&E team to evaluate program performance; • Provide on-going evaluation of overall program quality, providing recommendations for improvement;• Advise Pact staff and partners on recommended strategies, techniques and methods, providing training as needed;• With the program and M&E teams, coordinate field assessments, research and analysis;• Coordinate with justice, rule of law, protection, peace-building and other relevant actors;• Develop policy strategies and produce policy documents in conjunction with the programs, technical, and other teams;• Design programs concepts, strategies, and proposals; • Perform other duties as assigned.

The Technical Advisor shall also support the INL Access to Justice Program Manager in managing the program. Specifically, the Technical Advisor may be delegated the following responsibilities:• Supervise Access to Justice program activities implemented by government and civil society partners;• Coordinate with justice, rule of law, protection, peace-building and other relevant actors;• Liaise with donors, when required; • Supervise program staff, both expat and national;• Identify new partners and strengthen relationships with current partners;• Compile and draft reports to Donors, Pact and others;• Ensure grantees are in compliance with Pact, Donor and GRSS regulations;• In coordination with the Operations, Administration and Finance and departments, manage budget expenditures, review financial reports, oversee procurement of program inputs, coordinate transport and logistics, recruit project staff, and ensure the safety and security of staff under supervision;• In coordination with the M&E Advisor, monitor and evaluate justice program activities;• In coordination with the Grants Manager, coordinate the justice sub-award process, monitor sub-award performance and expenditures, and work with partners to amend or close out grants;• Participate as a member of the Pact leadership team;• In the absence of the Program Manager for the INL Access to Justice Program, the Technical Advisor may serve as acting Program Manager.Qualifications: • Advanced degree in law, international development, or related field required; • Experience working on complex, multi-partner programs, especially in transitional environments and with conflict-affected populations; • Experience in legal empowerment, access to justice, or social justice movements in transitional societies;• Experience researching, authoring, and editing policy documents and research reports;• Sound understanding of the principles international humanitarian, refugee, IDP, peacekeeping, and human rights law and their relationship with domestic legal frameworks;• Experience working with and supporting national civil society organizations; • Experience designing and implementing conflict-sensitive programs;• Demonstrated knowledge of and familiarity with USG, DANIDA, SIDA, and other donor policies, rules, regulations, and procedures;• Demonstrated skills in strategic and program planning; • Demonstrated skills in negotiating and proven skills in diplomacy; • Proven experience in building capacity of national civil society organizations and/or government bodies; Fluent English language skills, both written and spoken, are required;• Experience in Sudan/South Sudan is a plus.
