ABA ROLI is a non-profit program that implements legal reform programs in roughly 60 countries around the world. ABA ROLI has nearly 700 professional staff working abroad and in its Washington, D.C. office. ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and a wide array of civil society organizations, including human rights groups.

Job Summary:

The American Bar Association Rule of Law Initiative (“ABA ROLI”) seeks a Judicial Advisor for a short-term assignment beginning on or about November 4, 2013 through June 6, 2014 for 2-3 weeks, followed by quarterly trips lasting 1-2 weeks. Total estimated level of effort is 30 days, with 9 travel days.

ABA ROLI is currently implementing the Judicial Strengthening to Build Court Effectiveness (JUSTICE) program in the Philippines to increase transparency and accountability of the judicial system and promote adoption of policy and legislative reform in rule of law. To achieve these objectives, ABA ROLI coordinates with Philippine partners, other U.S. government-supported programs, and international donors to design and implement activities that support Philippine governmental and nongovernmental efforts to strengthen rule of law by addressing transparency and efficiency issues.

A key component of the project includes developing confidence within the judiciary of the value of an automated eCourt system in improving the efficiency of courts. ABA ROLI is seeking a Judicial Advisor to serve as a mentor and trainer for judges in Quezon City to use the eCourt system as a management tool.

The duties of the Judicial Advisor will include:

  • Develop an understanding of the current level of operation in the Quezon City courts;
  • Develop, in cooperation with the JUSTICE Project staff, areas of focus for introduction of current eCourt functionality;
  • Identify 3-5 judges to mentor on expansion of eCourt functionality;
  • Establish with these judges measures of improvement based on specific timeframes;
  • During first follow-up visit, develop a training plan for remaining judges based on successful implementations of functionality in courts of mentored judges.

Key Deliverables:

  • Summary of current functional use of eCourt by judges in Quezon City;
  • Defined areas of functional focus to be presented to mentored judges;
  • Mentoring sessions with 3-5 judges;
  • Performance measures to be achieved before follow-up mentoring sessions;
  • Training plan for rollout of additional functionality for all judges in Quezon City;
  • Judge specific training curriculum for use in rollout to additional courts.

Required Qualifications:

  • Experience managing the implementation of automation in his/her own court;
  • Experience producing measurable results in increasing the overall performance of his/her court;
  • Fluency in English.

Preferred Qualifications:

  • Relevant regional experience or work in developing countries;
  • Previous experience with U.S. government-funded democracy and governance programs;
  • Management and training abilities.
