Position Title Global Finance ManagerRequisition Number 13-0160Post Date 9/6/2013City NairobiDescription Summary: Responsible for direct financial oversight pertaining to assigned geographic portfolio, including areas such as performance management, operational accounting, audits and leading accounting system implementations and conversions. Provides direct leadership and mentoring to country office Finance Managers. Will work closely with the assigned Sr. Financial Specialists relating to the countries in the portfolio.

The Global Finance Manager reports to the Deputy Director – Finance Operations.

Specific Duties:• Provide oversight of country office finance deliverables to ensure timeliness, completeness, accuracy, compliance with operational accounting directives and performance• Coordination, issue resolution and follow up with country office Finance Manager on pending issues related to country office finances• Will provide support and assistance for report preparation, internal and external audits of country office financials with relevant Pact stakeholders• In consultation with HQ, will develop and support implementation of Corrective Action Plans (CAP) from internal control reviews and external audits• Will serve as a resource and is responsible for implementation/conversion of accounting systems and conducting requisite trainings on processes to enhance staff capacity in the areas of Accounting & Finance • Participate in country management team, portfolio and project management meetings, including New Award and Closeout meetings• Participate in the recruitment and on-boarding of country office finance staff• Assist with establishing new Pact country offices and project startups as requested• Other duties as assigned

Minimum Qualifications:BA and at least 6 years of relevant experience (or equivalent)Ability to travel internationally regularly

Preference for:• CPA• Working knowledge of GAAP and OMB financial grants regulations (Circulars A-122, A-133)• Knowledge of fund accounting• Overseas work experience• Audit experience preferred• Fluent English and proficiency in another language
