I. ACTED

ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Our interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context. Our 3,300 staff is committed in to responding to emergencies worldwide, to supporting recovery and rehabilitation, towards sustainable development. Our teams in the field implement some 340 projects in 34 countries covering the following sectors emergency relief, food security, access to health, education and training, economic development, microfinance, advocacy, institutional support, and regional dialogue, cultural promotion.Based on considerable experience addressing the needs and situations of vulnerable communities, ACTED contributes to the international agenda towards reaching the Millennium Development Goals, through a wide range of partnerships, innovative initiatives, and campaigns.

II. Country Profile

Bactria Cultural Centre

Bactria Cultural Centre (BCC) was created in December 2001 by the French humanitarian and development NGO “ACTED” (Agency for Technical Cooperation and Development) to address the lack of access to culture, information and vocational training in Tajikistan. Since then it has become a focal point in the cultural life of Dushanbe. Cooperating with several embassies (mainly with the French Embassy and the U.S. Embassy) and donor organizations (UNESCO, The Christensen Fund, Swiss Agency for Development and Cooperation, HIVOS, the Delegation of the European Union in Tajikistan, etc.) the Centre supports a wide variety of cultural activities (music, visual art and handicraft) and educational activities (French, English, Russian, Persian and Chinese courses, language laboratory, club discussion, resource centre). These cultural activities have ranged from the promotion and preservation of traditional Tajik culture to the introduction and development of contemporary art in Tajikistan. Bactria Cultural Centre’s current strategy primarily aims at providing vocational trainings with the help of local and international experts. Secondly, Bactria Cultural Center (BCC) sees itself as a platform of cooperation for national and regional actors in the sphere of art and culture, and finally Bactria acts as a facilitator and a catalyzer of artistic initiatives and processes.

III. Position Profile

The EFL Intern will join the BCC Education Department composed of one Educational Manager, one Language Course Coordinator, two French teachers, one FFL Intern, seven English teachers, one Russian teacher, one Persian teacher and one Chinese teacher.The EFL Intern will work on the Justice Sector Reform Program (JRSP) as well as on regular educational activities in BCC.The 2013-2014 Justice Sector Reform Program (JRSP) is a program funded by the US State Department’s Bureau of International Narcotics and Law Enforcement Affairs (INL). Its mission is to minimize the impact of international crime and illegal drugs by providing effective foreign assistance and fostering global cooperation. This mission, which centers on helping nations establish a capable and accountable criminal justice sector, was expanded during the past decade to include stabilizing post-conflict societies through criminal justice sector development and reform. This mission supports peace and security by stabilizing and strengthening security institutions and by combating narcotrafficking and other transnational crimes such as money laundering and criminal gangs. It promotes just and democratic governments by strengthening justice sector institutions, good governance and respect for human rights. The specific program implemented by Bactria Cultural Centre will: • Provide English language training (beginner and elementary level) to 162 employees of 9 government agencies (Ministry of Justice, the Prosecutor General’s Office, the Anti-Corruption Agency, the Customs Service, the Border Guards Service, the Ministry of Internal Affairs, the Supreme Court, the State Committee on National Security, and the Drug Control Agency)• Provide English language training (intermediate and upper-intermediate level) to 50 students of the Tajik Law University as well as specific “English law” courses and participatory and interactive out-of-class activities (participation in conferences, simulation games, etc.)Under the supervision of the BCC Educational Manager he/she will have the following responsibilities:• Conducting intermediate and upper-intermediate level courses especially to students of the Tajik Law University and BCC;• Conducting “English for Legal Professionals” courses to students of the Tajik Law University;• Organizing out-of class activities (participation to conference, simulation games, etc.) for students of the Tajik Law University; • Organizing TOEFL training and sponsor testing for highly skilled and committed students;• Organization of weekly trainings for BCC national teachers;• Organizing monthly monitoring visit in the 9 government agencies;• Organizing the final ceremony;• Assisting BCC Education Department in regular tasks and developing appropriate methodology and strategy

IV. Qualifications

• Master of English as Foreign Language (EFL) ;• EFL teaching experience ;• Training experience requested ;• A strong command of Russian, Tajik or Persian is a plus ;• Legal background is a plus;• Previous experience abroad is required ;• Ability to work efficiently under pressure, to be autonomous and take initiatives;• Strong organization skills;

V. Conditions

Field Intern benefits include: a 300 USD per month living allowance, coverage of all accommodation, food, and travel costs, a luggage allowance of 50 kg., and the provision of medical and repatriation insurance.
