OVERVIEW OF THE POSITIONOur client’s programme is strongly focused on post conflict recovery and consolidation of peace. It is composed of one main Programme Portfolio:
1) Governance and Rule of Law (GROL)Our client’s Rule of Law and Security Programme works towards improved security and protection under the law for all Somalis. As such, it seeks to advance human development by strengthening national and local capacities to prevent, mitigate and copy with the impact of violence.
Our client’s Civilian Police Project has been focusing on promotion of community policing principles, human rights, and gender equality. Broadly, the programme has been focusing on macro-level policy development, combined with capacity-building for police institution and increasing overall access to justice for Somalis. In particular, one of the main project aims is to design a Puntland Police Act / Law in accordance with the international human rights norms and standards.
Under its capacity building component, our client is seeking to re-asses the structure and the functional capacity of National Crime Directorate and to improve the quality of investigation of the department.
Under the overall supervision of our client’s Head of Sub Office and the direct technical supervision of the Civilian Police Project Manager, the incumbent will be responsible for coordinating implementation of our client’s Rule of Law initiatives, including assessing the functional structure and improving capacities of National Crime Directorate (NCD) and strategic development initiatives.
The incumbent works on a daily basis with colleagues in our client’s sub office and at the project level, necessitating that the incumbent be able to develop and maintain viable working relationships with colleagues across the organization and counterparts, and be able to work with them in a responsive client orientation and in a problem solving mode. He/She will implement activities in Work-plans agreed with counterparts to ensure results delivery and will be working closely with National Civilian Police Staff and member of the Rule of Law Team in Garowe.
Objective of the assignment is to carry out an assessment of the Puntland Police Force (PLPF) National Crime Directorate (NCD), its structure; functional capacity and effectiveness to adequately respond to the current criminogenic situation in Puntland.
GENERAL FUNCTIONS• Undertake an assessment to examine the areas of responsibilities and effectiveness of the NCD to investigate crimes against individuals, public and private property.• Review the current situation in relation to Structure, functional capacity and impact based on annual statistics and a review of cases investigated.• Examine the current status in relation to criminal investigation of NCD units, especially for the counter sexual and gender based violence, piracy and organised crimes, ensuring the perpetrators are prosecuted and brought to justice.• Assess professionalism of NCD special units and institutions and provide expert advice on trainings, the provision of infrastructure and equipment, support for officer’s capacity building.• Examine the existing competence, skills, knowledge and attitudes of the staff at the NCD offices and make recommendations aimed at enhancing their skills and capacity through special trainings.• Make appropriate recommendation aimed at supporting the development of cooperation platforms and regular exchanges between the NCD and the judiciary, to ensure more effective prosecution procedures.• Advice clearly on the structure and future role of the National Crime Directory vs Crime Investigation Department.• Assess the National Crime Directorate seniority / command level capacity and their ability to manage the department.• Based on the assessment findings, prepare a comprehensive capacity development plan through formulation of trainings and recommendations for improving the structure and functions, units and procedures for improved operations within National Crime Directorate / Crime Investigation Department.
Monitoring and Progress ControlsThe consultant will prepare a work plan and progress updates that can be reviewed from time to time as the situation dictates to assess whether the work performed meets the standards set by the project.
Final Product / Deliveries• Agreement with Puntland authorities, Puntland Police Force and the National Crime Directorate on terms of reference for re-assessment process.• Report containing concrete conclusions and recommendations as it concerns.o NCD mandate and areas of responsibilities with regards to police investigation, securing of evidence and the management of NCD units.o National Crime Directory current situation in relation to capacity and equipment in Galkayo and Bossaso offices.o Report on current situation in relations to laws, regulations and policies which are relevant to the implementation of the mandate and functions of the National Crime Directorate.o Assessment report of the NCD’s existing competence, skills, knowledge and attitudes of the staff at all levels.o Report/manual on standards and practices in recruitment, training, skills and knowledge of the officers at NCD.o Comprehensive capacity development plan through formulation of proposals and recommendations for improving the mandate, structure, capacity and procedures for improved operations in the NCD.o Plan of Action on how to implement the assessment is recommendations and timeless.• Documents required for amendments to the regulations, polices, laws, structure and personnel of the ministry and subordinate and skills transfer as necessary

ESSENTIAL EXPERIENCE• Master Degree in Criminology, Police Science, Management or any related firled.• 5 years of experience, including demonstrable experience in CID development, strategic planning, organisational development or management.• Experience in Police programming in post-conflict environments.• Prior knowledge and experience or working in Somalia is an added advantage
LANGUAGESFluent in English, working knowledge of Arabic would be beneficial.
Other InformationThe expert will be required to have a personal lap top computer with all relevant software.
