The Assessment Capacities Project (ACAPS) is dedicated to improving the assessment of humanitarian needs in complex emergencies and crises.The project supports and strengthens humanitarian capacities to carry out better coordinated needs assessments before, during and after crises. Through development and provision of innovative tools, know-how, training and deployment of assessment specialists, ACAPS aim to contribute towards a change in the humanitarian system’s current practice with respect to needs assessments. ACAPS operates from Geneva and currently has 11 staff members based in Geneva, Oslo and London.
NRC is hosting the project and is responisble for developing a roster of assessment experts and the financial and administrative management of the project. NRC has two staff members in Oslo where the position as Project Manager is now vacant. The Project Manager reports to the ACAPS Project Director in Geneva.

Job description
?Project Management
?Follow up NRCs commitments and activities according to the agreement with ACPS Consortium partners regarding the implementation of the project, inclusive reporting and budget management
?Participate and contribute to the Project Management Team (PMT) in Geneva for the implementation and development of the project
?Create and maintain robust communications systems between NRC and other ACAPS Consortium members, ACAPS PMT deployed ACAPS roster members and ACAPS partners
?Promote the project internally and externally
?Networking with relevant actors within the humanitarian community and other relevant research communities which are important for the projects result
?Supervision and personel management of the ACAPS Finance and Administrative Coordinator (FAC) based with ERD in Oslo
?Financial responsibility for management and reporting on grants and donor contributions in cooperation with the ACAPS Project Director and ACAPS FAC
?Be an active contributor and support the development of other tasks and new initiatives within the department
?Assist with other relevant task in the department when and if necessary
?Roster Management
?Plan, search and conduct recruitment campaigns for the establishment of a roster with assessment expertise
?Develop and maintain administrative routines for deployment including necessary arrangements with the UN and other receiving agencies
?Follow-up of the NRC employer responsibility, payment/contracts, personal filing etc.
?Identify and deploy assessment experts when requested by PMT
?Follow-up roster members before, under and after deployment
Qualifications
?Good insight in project management/and or experience from starting up new activities
?Extensive experience with personell management
?Experience with assessments in emergencies is desirable
?International experience from the humanitarian field an asset
?Good insight and experience in human resources and recruitment processes
?Excellent communications skills both orally and in writing
?Ability to work under pressure
?Analytic, flexible and process oriented
?Systematic and structured
?Relevant education - higher degree
?Fluency in Norwegian and English, both written and oral
?Good ICT knowledge
