A. SCOPE OF SERVICES for the WORK PLAN:
The Emergency Cash & Voucher Specialist will work under the supervision of the Country Manager in Lebanon and has the overall responsibility for leading, coordinating and overseeing HWA’s voucher assistance activities to promote choice and dignity while impacting directly on local market economies to protect livelihoods in Beirut, Mount Lebanon and the Southern Governorates. The Emergency Cash & Voucher Specialist will regularly meet with UNHCR during implementation to monitor jointly the voucher assistance component of the project. Responsibilities and duties will include, but are not limited to, the following:
1) Representation
- Represents HWA before relevant donors, relevant sector working groups and interagency planning workshops in Beirut and at field level (Mount Lebanon, Sidon and Nabatieh)
2) Programming & Operations
- Maintain an overview of the principal emergency cash & voucher assistance problems across the country, the responses that are underway, and the gaps in assistance, in view of ensuring appropriate emergency responses
- Actively seek to use inventive approaches and new technology in the field of C&V programming, both for cash distribution, beneficiary selection and data collection
- Assume operational responsibility for all emergency cash & voucher interventions
- Develop and maintain relevant standard operational procedures (SOP) for cash interventions
- Ensure compliance within project systems and procedures
- Ensure that the project is carried out according to planned budget lines
- Monitor, evaluate and adapt program approaches and resources
- Continue to develop the project’s M&E system and train key staff to develop their autonomy in using and improving the system. Ensure that project data is properly collected, centralized, and analyzed, and used as lessons learnt
- Identify protection issues and advocate appropriate responses
- Evaluate impact on beneficiaries and conflict-affected communities
- Reports internally weekly and monthly achievements
3) Organisation, administration and personnel management
- Overall coordination of operational staff dedicated to emergency cash & voucher assistance
- Suggests adjustments of the emergency cash & voucher assistance dedicated teams according to evolving needs and programming
- Alert relevant staff to external cash and voucher and market trainings (e.g. CaLP)
- Organize and/or facilitate technical trainings for HWA and partner’s staff
4) Any other duties as agreed with the Country Manager
All responsibilities need to be executed in an unbiased and transparent manner. The position requires self-discipline to work independently.
Period: 3 month probation followed by 1 year contract pending donor approval.
The Protection Expert/Specialist will perform the services as a self-employed contractor and is therefore responsible for paying any taxes and national insurance contributions due.
B. OVERALL REQUIREMENTS
- Resident of Lebanon or permission to work in Lebanon
- University degree in social sciences, humanitarian aid or a relevant field (preferably at Master’s level)
- Fluent in French and English; Arabic is an asset
- Minimum of 3-5 years of proven experience in the field of food security and/or cash and voucher-based programming and program management
- Experience in coordinating with UN organizations and donors
- Experienced field worker with background from complex emergencies with experience working in a difficult security environment
- Experience working in start-up of program and remote management is an asset
- Strategic thinking and planning skills; ability to set priorities, prepare manageable work plans and to evaluate progress.
- Proven communication, interpersonal, representation, negotiation, promotion and diplomacy skills
- Experience developing and leading trainings and capacity building courses
- Experience in dealing with a local NGO partner in project implementation
- Excellent computer and database are essential
- Holder of a valid driver’s license
- Able to work long hours and independently
- Base of work is Beirut; regular travel to Mount Lebanon and South Lebanon required
- Good organizer, pro-active and dynamic with the right portion of common sense
