Introduction

DRC is an International non-governmental organisation, which provides protection and promotes durable solutions to refugees and displacement affected populations over the world. In Lebanon specifically, DRC started operations in 2004 with a focus on protection of Palestinian refugees that was then extended to education and livelihood support. Iraqi refugees and Migrant Domestic workers have also been assisted similarly in the past years with the objective to build the capacity of local NGOs.

Background

Since May 2011, DRC has been actively involved in the Lebanon emergency response to the Syrian crisis with presence in the North, East (Bekaa valley) and South of Lebanon. The DRC response is designed around 4 major sectors: Food/NFI distribution, Protection, Shelter and Livelihood support. As such, DRC is positioned in Lebanon as the main implementing partner of UNHCR, WFP, ECHO and DANIDA, implying a rapid expansion of its programme and structure.

To cope with the increasing refugee caseload (1,000,000 refugees expected by end-2013) and its multi-sector intervention, DRC is constantly expanding its capacity. In particular, the exponential increase of refugees and the long-lasting displacement requires from humanitarian actors to shift from in-kind to targeted assistance.

Therefore DRC Lebanon is looking for a Cash and Livelihood Coordinator (CLC) whose responsibilities are outlined below:

Duties and Responsibilities

The CLC has the overall responsibility for gradually transforming the current in-kind food/NFI distribution system to voucher/cash distribution and to develop the livelihood strategy and response in the DRC areas of operations across Lebanon.

Internal relations

The CLC is leading the sector in coordination with the field managers and with the dedicated teams.

External relations

The CLC has frequent contacts with representatives of donors involved in cash assistance (specifically UNHCR, WFP and ECHO).

Representation

• Represents DRC before relevant donors at Beirut and field levels• Represents DRC in the sector working groups and interagency planning workshops

Programming & operations

Strategy & Analysis• Draft a Cash Transfer and Livelihood strategy exploring all options and outlining preconditions needed to operate the shift• Assess DRC capacities as well as the contexts and risks on refugees, communities and local economies with regards to the different cash transfer and livelihood programming modalities• Evaluate the impact of DRC’s assistance modalities on beneficiaries and displacement-affected communities• Design and oversee context assessments related to Cash Transfer and Livelihood, based on priorities identified with field teams and senior management (e.g. market assessments, monitoring, etc.)• Attend internal strategic and planning meetings

Implementation• Evaluate the DRC distribution activities on-going in the different locations and provides recommendations for improvement to the Head of Development Program • Negotiate agreements with local partners, banks and other suppliers,• Coordinate with Protection teams on selection of vulnerable cases (eligibility for cash and/or livelihood assistance)• Meet and coordinate with the donors involved and agree on budgets and work plans• Supervise and monitor the implementation of livelihood program and cash modalities• Participate to regular meetings with the donors• Report internally and to the donors monthly achievements and challenges

Capacity Building• Develop training tools, guidelines and other SOPs• Train DRC dedicated staff (and recruit new staff if needed)• Reports internally weekly achievements

Organisation, administration and personnel management• Overall coordination of operational staff dedicated to livelihood and cash assistance, with the field management staff• Suggests adjustments of the livelihood dedicated teams according to evolving needs and programming• Ensures with fields managers and the Safety team that assistance is organised in a way that guarantees safety of beneficiary families, partners and DRC staff involved

Accountability• Ensure that the Cash and Livelihood assistance programme is complaint with DRC’s accountability principles

Any other duties as agreed with the DRC Head of Emergency/Country Director.

Required qualifications • At least 3 years of experience in Cash Assistance programming• At least 5 years of experience in large-scale humanitarian assistance (all sorts)• Working experience with INGOs focusing on refugee/displaced contexts• Familiar with UNHCR / ECHO / WFP operational modalities• Working experience in the Middle-East• Ideally CALP graduated, and/or business administration/micro-finance background• Excellent communication skills (written and oral) in English, Arabic a plus• Culturally sensitive and highly motivated

Contract: 6 months renewable contract
