Objectives

The main objective of DRC’s Iraq programme is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights. The programme’s specific objectives are:1. Displacement affected populations have their immediate subsistence needs alleviated; 2. Displacement affected groups are supported in restoring, protecting and developing self-reliance capacity;3. Local stakeholders’ capacity to protect fundamental rights of displacement affected groups has been strengthened.

DRC focuses primarily on: Protection, Shelter, Governance, Livelihoods, Self-Reliance and Emergency Response.

The main objective of this consultancy is to provide a package of trainings and technical assistance to the Governorate Emergency Cells (GECs) in terms of emergency preparedness and humanitarian coordination.

Background

In early 2007, DRC recognised that one of the key gaps in providing protection services in Iraq was the capacity of local governments to provide assistance when faced with an emergency. As such, in late 2007, DRC designed a programme under which training, technical support and coaching were provided to the various GECs. At the governorate level, the Governorate Emergency Cells are governmental coordination structures established in order to coordinate emergency situations, primarily targeting refugee and internally displaced populations. GECs are composed of representatives from the Governor’s Office, the Governorate Council and the line ministries involved in emergency preparedness and response. The GECs mandate is designed to cover emergency preparedness, coordination of humanitarian assistance, and to a lesser extent disaster risk reduction.

By 2012, DRC assisted GECs in 16 governorates: Missan, Kerbala, Wassit, Thi Quar, Babylon, Erbil, Sulaymaniyah, Dohuk, Kirkuk, Diyala, Basra, Muthanna, Qaddissiyah, Najaf, Salah alDin and Ninewa. In early 2013, a number of crises affected several areas in Iraq. In particular, the conflict in Syria caused massive displacement of Syrian refugees into the Kurdish Region and floods hit Missan Governorate and severely affected vulnerable populations living conditions. During the response for the aforementioned emergencies, DRC noticed some working GECs still required technical support in responding to emergencies of a large-scale. In particular, key sectors of assistance identified are humanitarian assistance management and coordination, water, sanitation and hygiene (WASH), early warning systems as well as advocacy. In coordination with local governments in affected governorates, DRC took the decision to resume supporting GEC’s in five governorates, emphasising those affected by recent crises: Erbil, Kerbala, Sulaymaniyah Dohuk and Missan.

While the primary beneficiaries of this intervention are the provincial authorities in each of the targeted governorates, the end beneficiaries are the populations of concern themselves whose livelihoods are protected by enhanced emergency preparation and response capacities of the respective authorities.

Duties

Under the capacity building component for the GEC members, the Danish Refugee Council (DRC) is organising two workshops to develop the capabilities of Iraqi GECs in 5 governorates on WASH and camp management in emergencies. The main objectives of the training are:

  1. To improve the capacity and knowledge of participants on WASH, Camp Management and temporary shelter in emergencies with a view to the international standards particularly the SPHERE and IASC Clusters
  2. To understand essential aspects of emergency management with reference to the Iraqi context and to be able to implement them in real situations.Participants for the first WASH workshop will be members of the GECs who are either staff of the Water Directorate or the Sanitation Directorate. These two Directorates are under the same Ministry. Participants for the second workshop will be GEC members responsible for shelter within the GECs such as Ministry of Planning. Many of them are heads of local offices of Ministry of Displacement and Migration (MoDM) and Directorate of Displacement and Migration (DDM) for KRG.

Each training session is expected to be not less than five days and both should include practical desktop group exercises and an outdoor field exercise focusing on current Syrian refugee camps in Erbil. The training should help participants develop planning on WASH and Camp Management for the respective camps in the three governorates.

Gender and cultural sensitive issues should be incorporated whenever possible in all the sessions and a specific interactive session on Gender in Camps should be included in the package. Sessions should include a part where the learnt outcome could be administered in the trainees’ day to day work. During the workshop, trainers should provide examples related to the training sessions from real life and, if possible, experiences from the trainers themselves.

The two workshops are expected to cover the following topics:

WASH workshop:

  1. How to plan for Water, Sanitation and Hygiene systems before an emergency? Use of local knowledge and culture for WASH systems? The Health Cycle? Latrine systems: pit, boreholes, ventilated, pour-flush? Water systems in emergencies? Non-food items stocking? Main goals with a strong view of inter-dependability of water and sanitation systems? Expected challenges and possible solutions
  2. Expected standards of service delivery? Need for standards? Rights-Based Approach in service delivery? International standards and their purposes
  3. Important practical steps in setting up WASH systems in emergencies? Operational Planning for WASH needs assessment? Consideration of local culture? Operational Planning for sustainability & cooperation with local authorities and community? Water sources: surface, rain, groundwater and public network? Pumping and storage? Treatment tools: sedimentation, filtration, chemical disinfection, boiling? Distribution and quality monitoring tools
  4. Guidelines for environmental protection during emergencies? Impact on social environment? Environment-Sensitive Planning in Emergencies? WASH environmental aspects: depletion of sources, contamination of surface and sub-surface, land slide, risk of flooding, inappropriate drainage? Shelter environmental aspects: forestation, usage of raw material, natural resources
  5. Environmental sanitation best practices in Iraq? Personal hygiene practices? Raising awareness among IDPs? Water purification techniques? Usage of natural resources? Local tensions

Camp Management workshop:

  1. How to set up a camp plan? SPEHRE Standards ? Identification the site: areas and topography, accessibility, security, possible expansion? Infrastructure design: WASH premises, safety, stores, kitchen, water storage? Engagement of Beneficiaries
  2. How to manage a camp including registration and distribution? Parties responsible: State, NGOs, UNHCR? Registration mechanisms: individual and collective arrivals? Distribution mechanisms: frequency, quantity, information sharing, storage
  3. Managing conflicts within a camp? Causes of conflicts in camps? Local committees? Roles of social events and activities
  4. How to organize and set up temporary shelter? Preliminary need assessment? Mapping of available resources? Balance between need for urgent shelter and compliance with basic standards in infrastructure
  5. Specific requisites for vulnerable population? Types of vulnerable population? Special needs of vulnerable population? Protection aspects in camp management: violations identification, reporting, referral ? Role of NGOs and local authorities in addressing these needs

Qualifications

• Good proficiency in English & Arabic • Proven experience in capacity building projects, including coaching and technical assistance • Contextual knowledge of Iraq to your advantage (political, security…etc.) • Proven experience in displacement issues, Disaster Preparedness and Emergency Response, WASH and Camp Management (preferably in Iraq)

ConditionsAvailability: The workshops must be delivered in September and October of 2013. The exact dates of workshops to be agreed upon by both parties.

Duty station: Workshops are expected to be delivered in Erbil - Iraq, (subject to change based on programme needs).

Contract: 3 months to deliver workshops, final reports and all other related tasks.

Salary: All applicants should submit a written quote for the total cost.

Others: All related training materials must be delivered at the contract to the DRC at the end of the workshops.
