Islamic Education Specialist
AusAID funded Performance Oversight and Monitoring (POM) of Australia’s Education Partnership with Indonesia
GRM International has been appointed as the Performance Oversight and Monitoring contractor (POM) for the Australia Education Partnership (EP) with Indonesia, Australia’s largest bilateral aid program to date.
POM is hiring an Islamic Education Specialist to lead planning, fieldwork and analysis of those aspects of the sector context that relate to the expected outcomes of the Islamic Education component (C3) of the EP and its expected contribution to EP Goals. The consultancy is expected to capture sector-based risks and opportunities, and to provide practical advice on measures to improve program results, relevance and sustainability.
The Consultant will have responsibility for writing relevant sections of the Annual Sector Monitoring Report (ASMR), including related annexes to the report, and for helping to ensure consistency in approach and style across the ASMR. All recommendations must be robust and practical, and be informed by findings.
The Consultant will be contracted for a period of 32 days ideally commencing 7th October 2013.
The Islamic Education Specialist will undertake the following activities:
- Familiarise him/herself with the assignment and the EP. Liaising with POM’s Education and Research Analysis Specialist (Team Leader) and, as required, with key AusAID staff members about the purpose, expectations and direction of the ASMR. Conducting a home-based review of key EP documents.
- Execute a desk review. Identifying possible risks and opportunities, whilst also identifying gaps in understanding, detecting contrasting narratives regarding particular events, facts and issues, and identifying lines of enquiry.
- Prepare and implement fieldwork plan. Identifying broad lines of enquiry, specific field questions, expected information sources, ensure gaps and overlapping lines of enquiry are identified, identify/discuss any matters of sensitivity, to request introductions if required.
- Analyse findings. Reviewing data and information, participating in collective data review and analysis, identifying and assessing specific sector-based risks, identifying specific sector-based opportunities for AusAID and its partners,
- Prepare agreed deliverables for the Draft Report and incorporate AusAID’s feedback on the Draft Report
Throughout this process, the Consultant will work in close collaboration with representatives from POM, AusAID, Government of Indonesia and EP implementing partners as necessary.
The successful candidate for the position will have the following qualifications and experiences:
- High level academic qualifications (i.e. minimum of a Master’s degree) in a relevant subject area, e.g. political science, public administration, education.
- A strong understanding of, and at least ten years’ experience in, educational reform in school systems in developing countries, particularly in Indonesia.
- Proven understanding of Islamic education sector policy and service delivery in Indonesia, and specifically as it relates to:
- Quality of education services provided by Madrasah.
- National Education Standards and national accreditation regulations and dynamics.
- Madrasah and sector financing.
- Knowledge of and access to relevant stakeholders, particularly in the Government of Indonesia and the Ministry of Religious Affairs.
- Prior experience of conducting qualitative research and/or consultancy inputs of this nature in SE Asia, preferably Indonesia. This should include experience of conducting literature reviews, semi-structured interviews, focus group discussions and/or relevant participatory learning and analysis tools (e.g. force field analysis).
- Ability to work effectively within a team.
- Excellent interpersonal and communication skills.
- A demonstrable ability to deliver high quality deliverables in English and to tight deadlines. Examples of earlier reports will be requested.
Ideally, the Consultant will:
- Have proven understanding of political economy analysis and related tools.
- Have proven experience of working directly with donor agencies.
- Have understanding of the Education Partnership and Australia’s aid program.
- Have experience of conducting program reviews and evaluations.
- Be conversant, ideally fluent, in Bahasa Indonesia.
