Background

War Child UK (WCUK) works with children who, as a result of conflict, live with a combination of poverty, exclusion and insecurity. These children might include street children, child headed households, children associated with armed groups, and children who have been put in prison. Our mission is to support and strengthen the protective environment around all the children we serve. We look forward to a world in which the lives of children are no longer torn apart by war. This is a vision that can only be realised through the collective actions of children themselves, communities and their leaders, other NGOs, governments and key decision makers.

The Programme Coordinator is a senior position and will provide critical support to the Country Director (CD) in new programme development and extending WCUK’s work in other areas of the country. The Programme Coordinator will be line managed by the DRC Country Director (CD), based in Goma. The CD will provide direction on all issues related to programming, reporting, and monitoring and evaluation support. The Kinshasa position has added responsibilities in administration, as Kinshasa is the capital of DRC where all administrative issues for DRC need to be looked at in the capital.

Key Responsibilitieso Project Coordination: Lead the coordination of child protection projects to ensure they are implemented in a timely manner and within budget. o Capacity Building: Identify needs and build capacity of partner organisations (i.e.: DIVAS, Child Parliament, Child Tribunal, Child Protection Networks, and local authorities) in key programme areas. o Monitoring and Evaluation: Maintain and further develop M&E systems in line with WCUK’s global and donor requirementso Compliance: Ensure adherence to donor and organisational requirements, including WCUK’s Child Protection and other relevant WCUK policies.. Ensuring adherence also by partner staff.

Contractual Termso Preferred start date: November 1, 2013 (induction in the UK before field deployment)o Position: Fixed term Contract of 1 year with possible extension dependent on fundingo Salary: Between £30,000 and £34,000 depending on experienceo Working Hours: Full time, 5 days and 37.5 hours per week. o Probation: 3 monthso Leave: 30 days pa, increasing by one day for each year’s service up to a maximum of 5 additional dayso Pension: Matching contribution to your private pension up to 5% of gross salary
o Benefits: As applicable as per War Child Benefit Policy, including Rest & Recuperation, Travel,Private and Emergency Medical coverage, 35 USD/day per diem (Kinshasa), etc.

ExperienceA minimum of 3 years experience of:o In the delivery and supervision of child protection and/or GBV projects in conflict and post conflict environmentso Which combine direct service delivery, capacity building, and advocacyo Through direct implementation and in partnership with state and non-state actorso With funding from institutional donors such as the European Commission, ECHO, UNICEF, Pooled Fund

Expertiseo Master’s Degree in social work, psychology, social sciences or education.o Project managemento People managemento Best practice knowledge of child protection, gender sensitivity, the protective environment framework and child rights programmingo Sound knowledge of participatory approacheso Fluency (written and verbal) in English and Frencho Developing new projectso Setting up monitoring and evaluation systemso Grant management and reporting – experience of working on EC/ECHO/DFID funded projects would be an advantageo Rigorous budget and expenditure managemento Experience working with children in conflict with the law
