Main Responsibilities BACKGROUND:
IWA was founded in May 2006 with the mission to increase transparency, integrity, and accountability in Afghanistan through policy-oriented research, the development of monitoring tools and trainings for the facilitation of policy dialogue. Integrity Watch Afghanistan (IWA) is to date one of few and possibly the most relevant CSO to focus on research, monitoring and advocacy on anti-corruption and pro-integrity work in Afghanistan, both in Kabul and through networks with sub-national and community based organizations in a variety of districts.
BACKGROUND ON THE DUTY
Programs at IWA are organized around three main pillars: 1) community-based monitoring of aid projects; 2) public service monitoring; 3) civil society and community-based monitoring of extractive industries. While the activities within the three pillars are centered on monitoring, all of them rely on good quality and up to date empirical research and require strong advocacy at provincial, national and international levels. Further, they will be complemented with awareness campaigns and capacity empowerment programs.
The head of program will act as Deputy Director and lead activities related to monitoring and coordinate with other departments in order achieve the objectives for each pillar.
Management and leadership• Provide leadership to all programs and their managerial staff and program specialists• Manage programs in line with IWA’s program planning and annual work plan• Develop new ideas and decide on prioritizing and sequencing of programs• Ensure programs are carried out in a timely manner and with attention to quality• Help assist in the development and management of the evaluation and monitoring of programs• Follow program expenditure on monthly, quarterly and annual basis• Coordinate with Admin and Finance Department on human resources needs & management including drafting of job descriptions, training of staff and ensuring the recruitment of high quality staff, logistics and financial management and planning in order to facilitate the implementation of programs• Work with the Finance Officer to ensure IWA and donor financial and grant requirements & policies are complied with• Supervise and evaluate the performance of staff directly supervised• Ensure the program staff take appropriate security precautions• Draft accurate narrative reports to donors for timely submission
Fund raising and program development• Lead program development in line with organizational mission and strategic plan• Participate in the annual review and the update of the multiannual strategic plan• Balance growth opportunities in programs with administrative, financial management and human resources constraints• Participate in the development of partnerships with Afghan and international agencies• Work toward greater synergies between the three pillars and the research programs• Maintain good relations with donors and discuss program ideas• Draft concept notes and budgets when needed• Assist in the development of high quality project proposals to secure funding
Representation and advocacy• Maintain good relationships with government ministries and departments, donors, UN agencies and NGOs in order to influence policy-making• Work with the Head of Communications and Advocacy in order to establish a good communication and dissemination strategy for programs and the organization• Present IWA’s work at relevant national and international conferences and meetings• Work with the IT specialist and the communication department to make sure that the work of IWA is accessible to the greater public• Give interviews to the media (TV, radio and print) if required
Qualifications RequiredEducation • A master degree in public administration, international development, policy studies, political science or any relevant field;
Experience • Over 5 years of experience at managerial level in a relevant field of activity;• Extensive knowledge and work experience with funding agencies
Knowledge, Skills and Abilities • Excellent knowledge of the anti-corruption, transparency and accountability, social auditing and access to information• Extensive knowledge of the Afghan institutions, social and political environments, actors and existing dynamics in Afghanistan;• Excellent knowledge of and proven capacity in communication, public policy and advocacy;• Excellent oral and written communication in English and Dari and/or Pashto would be an asset;• Ability to supervise and manage a team of professionals• Ability to develop and manage professional relations, with outstanding interpersonal and coordination skills;• Result-oriented and able to deliver within tight deadlines;• Able to commit to one year at least;• Willing to work overtime, holidays and weekends as requested by IWA management.
