Job ProfileTeam Purpose: The purpose of the Monitoring Evaluation & Learning Advisor (MEL Advisor) is to implement Oxfam's strategic and operational priorities in Yemen including the development and implementation of a complete and coordinated MEAL systems of Country Programme. Job Purpose: To lead and support the continuing development and implementation of effective monitoring, evaluation, learning and accountability systems within the country programme as a whole and its individual projects, using effective information and learning systems to support quality delivery of programmes as per Oxfam's agreed standards

Key Responsibilities Contribute to programme/project development through facilitation of needs and resources assessment, quality design and maintenance of data collection and analysis tools and reportingWorking closely with the Programme Quality Manager, Head of Programmes, Head of the Technical Department and Project Managers to develop and strengthen the participatory MEAL system and ensure that the defined system incorporate the MEL principles, minimum standards and related MEL aspects.Provide technical assistance to various teams in the design and implementation of programme and project monitoring, evaluation and learning (MEL) frameworks and tools that help monitor the extent to which the PIPs/projects are meeting their objectives and delivering impact to intended populations, particularly women.Build the capacity of programme and partner's teams on MEAL concepts and tools including understanding and using MEAL systemsCoordinate the process and support teams collecting relevant data and information to measure progress against programme standards and agreed indicators.Contribute to quality donor and other periodic reports.Strengthen the accountability mechanisms and guarantee complaint systems are developed and maintained according to agreed principles and following the minimum standards of accountability. Ensure affected populations opinions feed into programme design, planning and implementation.Upon request, support teams in maintaining OPAL system and regularly updating relevant PIPs and projects information, notably the planning and monitoring sections.Assist teams to collate information to feed into sitreps and programme planning and reporting.Assist field based project teams and partners in setting up simple systems of data collection, analysis, and management.Assist field team in monitoring progress of the outputs and activities in different field locations.Assist teams in the collection of quantitative & qualitative information from various sources and compile them.Facilitate (and/or support the MEAL officers in this task) project specific MEAL sessions for presenting the findings and capturing teams' reflections.Work with the communication team to promote collection of case studies that demonstrate qualitative and quantitative changes over the period. Ensure that the data used is accurate for programme quality purposes and for public accountability purposes.Coordinate with other affiliates on MEAL issues and ensure integrated and one MEAL approach across all OI programmes in YemenUpon request, assist in the programme/project design process by supporting teams in planning for M&E (setting logic models and log-frames). Extend the support in the reports review process by checking and ensuring quality and satisfactory reporting against the programme and projects logic models/log-frames and/or other tools; i.e. reporting against indicators of key results (objectives, outcomes and outputs), and pre-set plans of accountability, exit & sustainability and risk analysis & mitigation (if any).Draft terms of reference for and assist in the management of the agreed upon MEAL events; e.g. baseline surveys, monitoring reviews, real time (process)/formative evaluations, final / summative evaluations, effectiveness review, external evaluations, etc.Continuously train, support and mentor the national staff to undertake increased role with reduced direct support overtime. Provide technical inputs for the MEAL project staff performance objectives setting and appraisal. Develop and maintain a result and milestones based plan for building the capacity of the national staff and advise the programme management on possible nationalization of the MEAL leadership role.Perform any other MEAL relevant tasks assigned by the line manager
Skills and CompetencePrevious, senior experience in project cycle management in development and humanitarian contexts, preferably with an International NGO.Proven strategic, and implementation ability with strong conceptual and analytical skills for planning, monitoring, impact assessment & learning.Proven ability to lead and work effectively with others to achieve results with strong people leadership/management abilities and skills for working in teams essential.Demonstrable understanding of concepts and application in organisational learning, and knowledge management; experience of using training methods.Practical progressive experience in designing data collection, analysis and reporting tools using appropriate software systems (SPSS, Sphinx, etc.).Experience and interest in supporting teams maintaining online management information systems (OPAL)Demonstrable understanding and experience of gender and diversity issues and proven commitment to addressing inequalities in all the key areas of responsibility.Proven networking and representation skills at a senior level.Excellent verbal and written communication skills in English and reliable numeracy. Arabic would be an advantage.Ability to travel intensively and for considerable period of time within Yemen, including the remote areasCompatibility with Oxfam's values essential, combined with sound commitment to humanitarian and development issues and Oxfam's ethos.
