Roles and Responsibilities:The Senior Program Development Specialist plays a key role in all aspects of new business development:1. Manages proposals in collaboration with respective divisions within URC headquarters and field offices; 2. Establishes and manages partnerships and relations within the United States and globally, thereby being able to rapidly capture and use intelligence and also support the proposal development and management process;3. May supervise entry level staff and interns working on proposal development; 4. Works with the technical leads to support the development of a winning technical approach;5. Manages and monitors the entire proposal development process and bid submission, including preparing proposal outlines and establishing timelines;6. Updates the Director for New Business Development and Division Vice President;7. Schedules final review of proposals prior to submission to ensure bids are fully compliant;8. Uses his/her organizational, and coordination skills to lead proposal teams in a fast-paced, environment;9. Leads selected proposals and/or coordinates multiple proposal efforts;10. Schedules final review of proposals prior to submission to ensure bids are fully compliant;11. Uses his/her organizational, and coordination skills to lead proposal teams in a fast-paced, environment;12. Writes, edits and proofreads sections of proposals;13. Ensures past performance references are accurate and up-to-date;14. Coordinates a communication among URC staff, partners and others;
New Business Development requires that proposals be developed and reviewed under tight deadlines. Therefore, candidates must be willing and able to work overtime occasionally and, at times, on a regular basis to communicate with national or international partners based in different time zones and be able to meet firm deadlines.
Minimum Qualifications:
MUST be eligible to work for an indefinite period of time in the United States without visa sponsorship.
Required Experience & Qualifications
• Master’s degree in international relations or related social sciences degree. Background in business development strongly preferred;• Excellent research and writing skills;• Three-five years of experience focused on international development writing and communication for internal and external clients preferred. Previous proposal/grant writing or business development experience working with government and/or foundation clients highly desired;• International "hands-on" work experience in developing countries (e.g., Peace Corps) preferred;• High level of detail-orientation and sensitivity to completion of assignments, especially for team-based projects;• Demonstrated ability to consistently and successfully follow through on commitments and produce high quality deliverables;• Ability to work well in a fast-paced and sometimes high-pressure environment, keeping in mind deadlines and necessary deliverables to colleagues or partnering organizations;• Superior computer skills in MS Word, Excel, and Adobe Acrobat to produce and deliver high-quality, well-formatted proposal documents to clients;• Must be able to maintain professionalism and uphold strict confidentiality of URC’s business development plans, activities, and goals;• Ability and willingness to travel for up to 25% time for 1 to 2 weeks at a time to developing countries and work with field staff and/or local health workers and officials, as needed;• Excellent project management and teamwork skills;• Fluency in English required. Strong preference for Spanish and/or French desired, but not required.
