This position is contingent upon award from USAID, which consists in providing timely, solid evidence on the impact and costs of reading and/or access interventions that will inform policy and decision-making. It will also contribute to the global knowledge base of what works and does not work in improving reading achievement at the primary school level, and/or access to education in fragile and conflict-affected environments. All candidates will be required to obtain and maintain a Secret level security clearance.
Responsibilities
The Senior Evaluation Specialist/Principal Investigator will be responsible for supervising the quality of the project design activities, the evaluation and cost analysis designs, the quantitative data analysis, and reporting. S/he will lead high-quality quantitative evaluation and cost analysis work, determine the nature and complexity of the issues to be evaluated, develop and recommend research methodology, write and disseminate evaluation and analysis results through reports, publications, journal articles, conference presentations, and social media. The position duties include:
•Design and lead rigorous impact evaluations and associated cost analyses;
•Evaluate and conduct cost analysis of education programs aimed at improving reading achievement at the primary school level, and those aimed at increasing equitable access to education in fragile and conflict environments;
•Identify and disseminate findings, lessons learned, and evidence from evaluations.
Qualifications
•Master degree in Education or related field from an accredited college or university is required; Ph.D. strongly preferred
•Minimum 10 year experience working in development, preferably in education or another social sector
•Minimum 7 years of experience managing and conducting quantitative impact evaluations and cost analyses
•Candidates must have experience with experimental, quasi-experimental and non-experimental evaluation methods, survey and sampling design, and quantitative data analysis
•Experience with integration of qualitative data into largely quantitative analyses preferred
•Candidates speaking French, Spanish or Arabic in addition to English preferred.
