BACKGROUND The International Rescue Committee (IRC) is one of the world’s leading humanitarian relief and development organisations. The IRC delivers emergency aid, protects children, provides health care, prevents and responds to violence against women and girls, safeguards human rights and helps to kick-start economic recovery. Working in more than 40 countries, the IRC has restored hope and opportunity to many millions of people.
IRC-UK comprises approximately 40 staff across five departments: Policy and Advocacy; External Relations; International Programmes (donor funding); Finance and Administration and International Programmes Technical Units (Women’s Protection & Empowerment, Children & Youth Protection & Development, Governance & Rights, Economic Recovery & Development, Emergency Preparedness & Response, and Research, Evaluation & Learning).
The International Programmes Team (IPT) is responsible for all European statutory fundraising, for monitoring and reporting on grants and contracts awarded, and for building relationships with key statutory donors and partners to develop programming and engage in key industry developments.
PURPOSE
This project aims to ensure that IPT, and by extension IRC, capitalises on its success in establishing partnerships and raising money from European Institutional donors through developing the structure required for the department to effectively:
1. Lead on the growth and diversification of statutory funding for IRC-UK.
2. Ensure the highest quality of business development, grant and contract implementation and risk management.3. Represent and engage on behalf of IRC in key industry developments and fora
Thus, IRC-UK is seeking a consultant to work with IPT to facilitate the process of identifying the optimum structure required to meet the needs of IRC into the next 5 years.
ACTIVITIES
• Facilitate internal process meetings
• Consult with Steering Group on process
• Complete stakeholder consultations
• Provide structure options
• Draft job descriptions
• Lead on internal communications with Director of IPT
OUTPUTS
• Market research of competitors and other relevant structures
• Report of stakeholder consultations with recommendations
• Minimum of 2 options for department structures
• Draft job descriptions for roles in agreed structure
CLARIFICATION OF TERMS
• The consultant will interview the stakeholders by appropriate media channels and no field visits are anticipated
• The consultant will engage with a Steering Group comprised of IRC members who will provide support and direction
DURATION OF CONSULTANCY
A total of 3 months is anticipated for full completion, 2 months for structure options to be presented and a further month to draft job descriptions.
REPORTING AND LIAISON
The consultant will report to Eleanor Dougoud, Director of International Programmes Team Support will be given for contacting IRC’s internal stakeholders.

• An experience profile; which includes experience of relevant work previously undertaken. This document should also include details of experience with European Institutions and contact details of two references.
• An outline of consultancy team structure and budget required. Start and end dates and confirmation of fees (including any taxes) need to be included. Please note you will be expected to carry out the consultancy at the IRC office in London.
• A timeframe with milestones for the outputs as described above. Final timeframe with dates for outputs and payments will be developed and agreed under the ToR.
• Methodology for completing the activities for this project.
• A list of competitors’ and other relevant structures you would investigate under this project.
Bids will not be opened until 2nd September, 2013, where they will be opened by Eleanor Dougoud and one witness within IRC UK, not connected to this project.
The successful bid will be determined on the following criteria:• Ability to carry out the work within the time and financial conditions
• Methodology for carrying out the consultancy
• Previous work carried out in this field
