The International Rehabilitation Council for Torture Victims (IRCT) is a health-based umbrella organization that supports the rehabilitation of torture victims and the prevention of torture worldwide, with a membership of more than 140 independent rehabilitation centres in more than 70 countries.
We are seeking a Part Time Gynecologist, 15-20 hours per week, to provide medical services for torture survivors in Libya. The contract is initially for one year, with the possibility of extension depending on funding. This post is based at the rehabilitation centre in Tripoli and will work closely with the Director of Center, other medical specialists in collaboration with our partner in Libya, the World Organization against Torture (OMCT). Our work in Libya is generously funded by the European Commission and we offer a competitive salary.
This post will appeal to those with a passion for helping survivors of torture to rehabilitate and who are keen to be part of the team building services in Libya to support those directly affected by torture, their families and the communities they live in. You will have an interest in working as part of the global and regional rehabilitation sector. You will bring experience of medical services in Libya and preferably have experience in the rehabilitation sector. You will be familiar with and keen to interact with colleagues in the Libyan public and private health services sector. You will work in close cooperation with our Project Manager in Tripoli and be actively supported by a team of rehabilitation experts based in Denmark and throughout the MENA region.
Responsibilities:
• Providing clinical services with gynecological (and obstetrical) consultations to trauma victims in the IRCT health-care facilities;
• Prescribing and offering relevant outpatient gynecological (and obstetrical) treatment, including pharmacological, based on international guidelines and protocols;
• Providing all relevant services related to reproductive medicine (including family planning, prevention, diagnosis and management of reproductive health problems) and problems related to sexual violence and torture
• Collecting, recording, and maintaining patient information, such as medical histories, reports, and examination results;
• Referring patient to medical specialist or other practitioner when necessary;
• Directing and coordinating activities of nurses, other specialists and mental health officers;
• Consulting with or providing consulting services to other facilities if needed and agreed with the IRCT program manager;
• Possibly visiting internally displaced persons (IDPs) camps;
• Evaluating individual and collective ex-detainees and IDPs health, hygiene, their nutritional status, access to medical care providing specialized medical care when needed and possible;
• Examining specific cases and documenting instances of torture and other types of ill-treatment with a focus on the specific area of expertise;
• Performing work by using, developing and / or improving the necessary work tools;
• Ensuring quality medical follow-up and when necessary transfer to other services;
• Identifying new needs, in terms of drugs and medical equipment;
• Ensuring good respect of confidentiality related to patients;
• Collecting data from all activities and health indicators, monitoring, analysis and reporting;
• Attending training sessions related to the subject of work and the post;
• Ensuring close cooperation with our partner OMCT in this project to build synergies in our work to ensure the rehabilitation of survivors of torture.
Personal Specifications:
• Degree of Doctor of medicine with OB/GYN specialty (like FRCOG & MRCOG or similar), valid license to practice in Libya at least three years of post-graduate experience;
• Experience in dealing with national (MoH, primary care, CSO) and international partners (WHO, iNGOs, UN, EU, etc.) is desirable;
• Knowledge of the region, particularly of the Libyan context and a proven experience in working in similar environments;
• Prepared to work under pressure and stress in a potentially dangerous environment;
• Experience in working with women victims of torture, violence and/or rape survivors.
• Experience in working in the field of health and human rights;
• Experience in writing expert opinions for legal purposes.
• Knowledge of the Istanbul Protocol on how to conduct an effective documentation of torture and other cruel, inhuman or degrading treatment or punishment is an asset;
• Willingness to contribute to data collection for furthering the body of evidence;
• Excellent command of Arabic and English.
