Today, the ACTED Amman is the Regional Coordination Office for MENA region. Through the Regional Office, it supports civil society development through a regional program across Jordan, Palestinian Territories, Egypt, Tunisia, and Libya. In addition, the Regional Coordination Office provides support to the MENA region, including operations in Iraq, Turkey, Lebanon, Yemen, as well as those mentioned earlier. This provides the support for the Syrian refugee crisis being responded to across the region.ACTED Jordan has expanded recently to support the Syrian refugees being hosted both in the communities and four refugee camps. In Za’atari camp where there are approximately 120,000 refugees, ACTED is providing water supply, solid waste management and hygiene promotion; in Azraq with a potential for 130,000 refugees, ACTED is providing water supply, solid and water waste management, hygiene promotion, and food distributions. Moreover, in the host communities ACTED is supporting individual vulnerable households as well as whole communities through WASH, Shelter, cash, NFI, and other interventions. ACTED is also a partner of REACH, that provides information management support to working groups and sectors nationally.

III. Position Profile

Under the supervision of the Area Coordinator, the Program Manager is responsible for the implementation, management, and development of the community mobilisation and hygiene promotion projects in Azraq refugee camp which forms part of the ACTED emergency response to the Syrian crisis in Jordan. The position is based in the Azraq field office.

The Program Manager oversees and manages the implementation and coordination of activities for all activities in the Azraq refugee camp, with an estimated population increasing to 50,000 and a capacity of 130,000 refugees from Syria. This is done in close collaboration and integration with the other components of the WASH programme – including water supply, sanitation, and waste management.

The position is responsible for managing camp-wide hygiene promotion programmes, managing WASH-related NFI distributions, and putting in place the strategies and modules to support that. Moreover, the Program Manager will oversee the community mobilisation, which includes setting up of WASH committees, engaging with the community, and facilitating implementation of WASH activities through a community based approach. Accountability to Communities and BeneficiariesThe Program Manager is responsible for ensuring that all relations with the communities with which we work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, and methodologies. This is the responsibility of every ACTED staff member.

  1. Program Management
    • Objective 1.1: Implementation of Hygiene Promotion / Community Mobilisation ProgramsThe Program Manager is responsible for:
  2. Hygiene Promotion Strategy and Community Mobilisation Strategy are regularly updated and implemented;
  3. Managing the program field teams and ensuring that they are wholly involved in programme planning, direction, and implementation thereof
  4. Direct responsibility and oversight for ensuring that all financial, logistics and administrative requirements are in place in accordance with acted FLAT procedures.
  5. Provide technical inputs and guidance and ensure that technical quality and standards are considered during project implementation:
  6. Collect technical information and analyse associated opportunities and risks; as well as identify and collaborate with relevant technical authorities and partners;
  7. Identify and assess key hygiene risks in the camp and design effective and appropriate hygiene promotion responses that facilitate the refugee population to be able to mitigate or manage public health risks.
  8. Liaise and work in participation with the health sector as part of the disease prevention and primary health response to public health issues
  9. Design and manage NFI distributions that promote and facilitate optimal hygiene-related behavior and practices (including WASH kits, household hygiene kits, baby hygiene kits, menstrual hygiene items, etc).
  10. Define community mobilisation objectives and ensure that this aligns with the WASH implementation across the camp.
  11. Community / beneficiary feedback is collected and shared in programme and coordination meetings;
  12. Draft memos detailing lessons learned and best practices identified during the project – memos will be developed for internal and external partners;
  13. Develop team capacity at both the individual and group level by organising/ facilitating trainings internally or through specialist agencies / individuals.
  • Objective 1.2: Project Cycle Management FrameworkThe Program Manager will ensure that project cycle management tools, including the PMF are developed and regularly updated. He/she will ensure that project implementation is conducted within the parameters of the PMF and that this reflects the proposal objectives.

The Program Manager shall undertake regular field coordination visits to ensure that:1. Activities are correctly completed across the entire camp and that expected standards are met;2. Targeted indicators as stated in the Project Management Framework (PMF) and/or Logframe are met in a satisfactory manner;

  • Objective 1.3: Management of Project StaffThe Program Manager shall be responsible for the management of project staff and for ensuring that all field teams are comprehensively briefed on the objective, expected output and overall implementation strategy of any given activity. The Program Manager shall ensure that Project staff are given training and complete all the necessary documentation in line with programme requirements.

  • Objective 1.4: CoordinationThe Program Manager shall ensure that he/she regularly meets with HR, Finance, and Logistics Departments to ensure that support mechanisms such as the Budget Follow Up, Procurement plan, and recruitment are completed on time and reflect operational realities/needs.

  • Objective 1.5: ReportingThe Program Manager shall support the Reporting Manager in the preparation of reports to be submitted to Donors / Authorities / Coordination bodies (i.e. Camp management body / Internal Coordination). He/she will be expected to provide reports covering activity implementation, achievement of objectives, successes / challenges, beneficiary feedback, etc.

The Program Manager is expected to provide regular reports to the Area Coordinator on the progress of the implementation of activities and on observations made during the mission and collaborate closely with the AME unit as part of monitoring and evaluation activities.

  1. Program Development When requested by UNICEF, and under the direction of the Area Coordinator and in coordination with AMEU, the Program Manager will take the lead in the preparation of, and may be expected to conduct, monitoring or assessment activities in the camp in order to inform the development of new proposals, or for the capitalisation of lessons learned etc. This would be expected to be undertaken in alignment or expansion of the Hygiene Promotion and / or Community Mobilisation strategies.

  2. General Functions

    • Objective 3.1: Completion of Programme Filing for Completed ProjectsThe Program Manager shall ensure all relevant filing is properly organised, up-to-date and complete for all projects. He/she shall, also work closely with the FLAT teams to support project reconciliation / general monthly follow-up exercises.
  • Objective 3.2: Commitment to Accountability to CommunitiesThe Program Manager shall take the lead in the development and implementation of a programme-specific accountability framework to act as a guideline for all programme activities.

  • Objective 3.3: FacilitationThe Program Manager is expected to facilitate trainings or programme coordination meetings by leading discussions. Moreover, he/she shall be in a position to present ACTED’s global and programmatic strategies and activities in camp meetings or for Local Authorities.

IV. Qualifications:

• Degree in public health, health promotion, community mobilisation, or related courses;• At least 3 years of experience in project management in a international relief or development setting;• At least 3 years of experience in hygiene promotion, health promotion, WASH, community mobilization, and related fields;
