Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.
Through its Emergency Response Department (ERD), created in 2006 after the merge with Atlas Logistique, the organization is committed to:? Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours; ? Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially PwD and meet their specific needs; ? Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs.
Directly linked to the Emergency Response Department of Handicap International France, the expatriate will be mandated for the following mission:
MISSION CONTEXT
The unrest in Syria began in the southern city of Deraa in March 2011 and the military crackdown failed to stop it, instead triggering anti-government protests in other towns and cities across the country, including Baniyas, Homs, Hama, Idled, Aleppo and the suburbs of Damascus. The Syrian authorities have responded to anti-government protests with overwhelming military force since they erupted. Since the beginning of the crisis, 17,000 people were killed according the last toll of the Syrian Watchdog for Human Rights, two third of them being non-fighting civilians. In addition, the Government of the Syrian Arab Republic (GoS) Humanitarian Assistance Response Plan estimates that 1 million people are in need of humanitarian aid, among which, those located near areas subject to armed hostilities, people relocated due to the unrest, host communities and those affected by the general economic impact of the crisis. This yearlong unrest has also caused the displacement of civilians fleeing from violence in the neighbouring countries, mainly in Lebanon, Jordan and Turkey.
According to the United Nations High Commissioner for Refugees (UNHCR), the total number of registered Syrian refugees in Jordan, Lebanon, Iraq and Turkey reached 190,800 persons early beginning of September. The total number of Syrian refugees registered in these countries stands at 18,680 in Irak, 47, 120 in Jordan, 44,600 in Lebanon and 80,400 in Turkey.
HI has carried out a detailed on-the-ground assessment of the situation in Lebanon, Turley and Jordan in March-April 2012. Following this assessment a regional concept note was drafted, that summarises HI regional strategy of emergency response and preparedness for the population affected by the on-going Syrian Crisis. It aims at responding to specific and residual basic needs of vulnerable persons with a particular emphasis on persons with injuries, as well as quickly adjusting the response to emerging needs.
PROGRAMME OBJECTIVES
The HI Emergency Response department launched a regional emergency intervention for the most vulnerable people affected by the Syrian crisis started beginning of May 2012, both in north Jordan and Lebanon. This intervention is conducted following 2 main axes:
1 - Ensure that refugees with injuries (or sequel of injuries) have access to essential rehabilitation and complementary services and therefore avoid developing further impairments and vulnerabilities, both at secondary level- Tripoli and northern Jordan- and community level -Bekaa Valley in Lebanon and northern Jordan.
2 – Ensure that the most vulnerable people affected by the Syrian crisis and their families see their vulnerability reduced and are better able to cope with the situation through the better coverage of their basic and specific needs (directly or through referrals/channeling) -Bekaa Valley in Lebanon and northern Jordan.
In 2013, to meet the needs due to the constant increase in refugee number in Jordan, HI Emergency Response department has increased its support activities in North Jordan at community level and in refugee camps and expanding its interventions in Central Jordan. With the opening of a second refugee camp, HI Emergency Response department is planning to open new bases and fixed points whilst continuing to expand its current support.
MAIN RESPONSIBILITIES OF THE EXPATRIATEBased in Amman, under the direct responsibility of the Emergency Head of Mission, and with the support of the HQ Deputy Desk Officer, you will be responsible for:? Supporting the Head of Mission in defining the strategy of intervention of the HI ERD;? Ensuring Monitoring & Evaluation aspects on the mission and through all projects;? Providing leadership and support to the persons under your line management;? Supporting HI teams in delivering quality projects, through coordination, advice, information sharing monitoring and evaluation at national level;? Ensuring the coordination and harmonization of the programs between the different bases, reviewing management systems and proposing appropriate improvement;? Monitoring and maintaining compliance with standard HI procedures and guidelines;? Supervising the project databases at national level and ensuring its good utilisation by all the projects;? Representing the Emergency Head of Mission as per needed ? Training and managing the team under your responsibility, including regular meeting and guidance, development of individual action plans;? In coordination with the logistics, human resources and the administrative departments, ensuring the respect of the procedures on the mission;? Regularly reporting on the above activities (statistic, review monthly objectives, etc.) as per requested by your line manager and the HQ Deputy Desk Officer;? Ensuring a smooth coordination between the different components of the strategy developed in the country (training of team and transversal technical support, referral system and tools, etc);? Ensuring external coordination and partnership operational management;
MAIN TASKS OF THE EXPATRIATE REPRESENTATION? You participate in coordination mechanism at national level;? You are the main contact of HI ERD partners on operational issues;? You represent the Emergency Head of Mission when requested.
COORDINATION? You ensure operational efficiency of the referral system through coordination with all essential stakeholders at national level;? You develop operational partnerships with other stakeholders at national level in order to facilitate the referrals of HI beneficiaries to their services;? You help establishing HI’s strategy in coordination with the field coordinators to be more efficient and speak with a common voice during coordination meetings at national and field level;? You closely collaborate, promote and facilitate the intervention of the advisors in order for them to contribute to improve the quality of the related activities;? You ensure that new strategic orientations are taken into consideration within HI plan of action;? You ensure that the intervention is always respectful to HI’s mandate, values and internal rules; to local cultural and legal rules and that all team members are committed to the respect of the different HI’s policies (Child Protection policy, PSEA);? You monitor the evolving humanitarian situation in the country and consider strategic and immediate responses in coordination with the Field Coordinators and Emergency Head of Mission;? You ensure smooth operational coordination between the different components and projects;? You ensure homogeneity of the operations between different field offices and areas of intervention; ? You regularly organize visits to the field offices.
MONITORING & EVALUATION? You ensure that the “Beneficiary Information System Management” is in place and supervise its use by the relevant managers;? You design and supervise an M&E plan for the mission ensuring relevant information is available in a timely manner on both qualitative and quantitative aspects;? Through the supervision of the M&E Officer, you ensure that M&E plan and procedures are monitored;? You organise post-monitoring activities when relevant and monitor the overall quality of the intervention; ? You provide your colleagues with statistical data and analysis;? You prepare statistical reports that will document the projects.
TEAM MANAGEMENT? You ensure strict application and respect of the Internal Regulation by your related staff. The IR could be modify/adjust to the specific context of the Jordan mission (security, social life, leaves, etc.);? You define, with each member of your staff, his action plan and delay for reaching defined goals (IAP);? You support and advise your team in the implementation of their IAP;? You ensure feed back towards your team about issues potentially raised by them;? You ensure a good communication – coordination – information level of each member of your team through regular coordination meetings (or other if needed);? You are concerned and aware on the personal and professional evolution of each member of your staff, and its development within the mission : individual interviews, oral and written evaluations;? You ensure conflict resolution (personal and professional) within your team and inform the head of mission;? You propose relevant needed adaptation to the organizational chart of the mission and contribute to its implementation (job descriptions, etc.), in collaboration with the head of mission;? You support your staff in their management duty: coordination meetings, individual interviews, etc.
REPORTING? You support the teams to produce regular reports on HI activities (newsletters, case studies, etc);? You are in charge compiling and consolidating the PM Boxes from the Project Managers and sending it to your line manager and to the Deputy Desk Officer;? You are in charge of the project part of the monthly situation report (SITREP) by providing relevant data related to your position and to your team activities (consolidation of information from your team);? You provide regular reporting on your activities to your line manager upon his/her solicitation (coordination meeting, workshop meeting, etc.); ? You prepare donor reports and you participate in proposal writing under the supervision of your line manager;? You ensure the provision of a HI beneficiaries counting report as per required by the deputy desk officer (yearly based);? You provide the desk officer with a mission report and/or handover document at the end of your contract;? Debriefing at HQ at the end of your mission (and if possible during Home-Break).
Education and experience: - Minimum 2 years in the humanitarian field with at least one experience as field coordinator/deputy head of mission in an INGO.- Experience of emergency and post-emergency contexts
Professional skills:- Extensive knowledge of emergency donors, including ECHO, UN. - Experimented team manager- Proper knowledge of Near East an asset- Excellent analysis and writing skills.
Language- English mandatory, French and arabic an asset.
Personal skills :- able to cope with an important workload- Proactivity and flexibility - Diplomacy and interpersonnal skills- Confident and incisive
