Description of the unit / department: The Institutional Funding Unit (IFU) is part of Trócaire’s International Division and is responsible for overseeing and supporting funding applications and reporting to institutional donors such as Irish and UK Governments, the European Commission and others. The Unit consists of the following staff:• Head of Institutional Funding Unit• Institutional Funding Coordinator • 5 Institutional Funding Advisors (IFAs) including this position and two based in Belfast• 1 Programme Support Analyst• 1 InternIn addition to the Ireland-based staff, there are currently seven Institutional Funding Officer positions based overseas, with a particular remit for seeking and managing funds from institutional donors in Trócaire’s programme countries.Background to the Role: Trócaire receives funding from institutional donors, such as Irish Aid, the European Union (EU) and DfID. Scope of the Role: The Institutional Funding Advisor (IFA) will work as part of the Institutional Funding team and will have particular responsibility for identifying and exploiting potential funding opportunities with the European Union (EU). The IFA will be responsible for identifying funding opportunities with EU programmes, ensuring Trocaire submissions meet EU requirements, ensuring EU grant management requirements are understood and adhered to and ensuring effective reporting to the EU. The IFA will work closely with the field-based Institutional Funding Officers (IFOs) in respect of these responsibilities.
The IFA will also maintain a flexible approach in contributing towards other Institutional Funding Unit (IFU) functions. Safeguarding Children Policy: It is not envisaged that this role will have direct contact with children.Key Duties & Responsibilities • Identify and continuously update information on potential sources of institutional funding from the EU.• Gather intelligence, carry out advocacy work around financing for development and develop and maintain a professional and productive relationship with the EU.• In conjunction with the Head of IFU and relevant Country Directors, set projections for EU income, and define strategy around engaging with the EU.• Support programme staff in the development of concept notes and proposals to EU.• Provide training, support and advice to Trócaire staff in the preparation and submission of funding proposals to the EU and in the management of EU funded contracts.• Ensure information is made available to Trócaire staff on EU requirements. • Undertake field trips as needed, in collaboration with programme staff, to monitor projects/programmes funded by the EU.• Represent Trócaire at relevant fora as required, e.g. CIDSE Co-financing Group meetings.• Keep the MIS database up to-date in compliance with IFU requirements.• Play an active role in the Institutional Funding team, including support for and collaboration with other IF Officers and Advisors.• Other duties as may be specified by Trócaire from time to time.Person Specification – Essential Requirements (E)(E) Qualification • Relevant third level qualification or its equivalent.(E) Experience • A minimum of 2 years experience in securing and managing funds for development work overseas from the EU (including preparation of donor proposals and reports). • 2 years experience of working overseas on development projects in developing countries. • Working with partner organisations.• Training/capacity building in a multi-cultural environment (E) Skills • Strong financial management capacity, including excellent numeracy skills for budgeting and financial analysis.• Fluency and outstanding writing skills in English.• Fluency and outstanding writing skills in French and/or Spanish• Strong project planning, monitoring and evaluation skills, using logical frameworks.• Excellent organisational and interpersonal skills.• Proven capacity for strategic and analytical thinking.• Computer literate.(E) Qualities • Strong commitment to principles of partnership, solidarity and social justice.• Good interpersonal relationships and team work skills in a multi cultural environment.• Excellent networking skills with the ability to establish good relationships, confident in engaging with senior people.• Culturally sensitive and diplomatic.• Willingness to travel frequently and independently• Self motivated with proven ability to take the initiative. • Good team player and able to establish strong working relationships with colleagues in Head Office and overseas • Able to prioritise tasks and work to deadlines.• Flexible and adaptable.• Accuracy and attention to detail.• Able to learn from experience and apply to future work.(E) Other • Good understanding of policy and advocacy towards the EU on issues to do with financing for development.Person Specification – Desirable Requirements (D)(D) Qualification • Post graduate level education in development studies or a relevant subject.(D) Experience • Substantive experience of development work in Africa, Asia and/or Latin America. • Substantive experience in one or more of Trócaire priority sectors: livelihood security, environmental justice, governance, human rights, disaster risk reduction, gender, HIV.
