JOB CONTEXT: The situation in Egypt has been quite much changing in the last two and a half years, following the “Arab Spring” revolution. The political situation is again particularly unpredictable since the ousting of President Morsi by a second wave of revolution supported by the army last month and the confrontation among the different sides that followed. In the country, the initial big hopes have been quite much shadowed by the disappointment at the continuous turmoil that followed the ousting of previous President Mubarak, and the serious economic downturn that followed since then. The security situation has been quite changing in the last two years. However, by avoiding demonstrations, places of tensions and some specific areas in the country (e.g. the Sinai area) as well as following some basic, good-sense rules, one can easily keep very safe from the peaks of tensions and troubles affecting regularly the country. Comparatively, Egypt remains a very safe country for HI. Travels to the South / Upper Egypt where most of current and planned actions are located, require specific attention and adaptations. Till now, the team was exclusively composed of national colleagues, much better equipped to deal with potential security issues. However staff security and safety is a point of attention and the present mission will have as a priority to set-up the adapted security management for HI in Egypt. The mission to be further built now that we are registered (see next chapter) is one of the “country mission” under the HI Middle East Regional programme, along with Iraq, Jordan (where is also located the regional office), Lebanon, Palestine and potentially soon Yemen. Regional projects managed between the country-missions and the regional teams are also implemented in Egypt. The strong new dynamics and developments under confirmation within the programme will certainly benefit to the Egypt mission, which will be in turn a key part and a priority in these new dynamics.

JOB DESCRIPTION:Under the responsibility of the Regional Programme Director, the Head of Mission in Egypt will be responsible for leading and directing the overall implementation of HI’s actions in the most effective, efficient, impactful and sustainable way, and representing the Organisation as required.Within the framework of the HI Middle East Programme, in close coordination with the regional programme team and in accordance with HI and the programme’s strategic orientations and priorities in the region, he/she is in charge of the overall management of the mission in Egypt.

The long-term presence of HI was built on development projects and actions. Taking advantage of the new horizons opened by our recent registration with the Authorities and of the amazing wealth of experience, knowledge, expertise and recognition gathered during the last years under the leadership of the previous HOM, the new HOM will ensure:1) The transformation of the mission to set-up and requirements corresponding to our new reality of registered INGO;2) the rapid reinforcement and expansion of the mission with current and coming projects completed by broader and new actions. The volatile situation increasingly affecting the country and the growing arrival of Syrian refugees in potential need of humanitarian aid will require to carefully assessing the needs and potentials of response, with consequent possible development and launching of new actions. The HOM will also ensure the quality implementation of all HI actions and projects; and the proper representation of HI in Egypt.

At the Middle East programme level, the HOM will ensure that 1) the Egypt mission ensures a key role in the ongoing reconstruction, reinforcement, reorganisation and expansion of the programme and 2) the mission does actively participate in the coming strategic exercise for the definition of our next 5-years programme strategy. Within the regional programme, different regional projects covering different countries are implemented. The HOM will also be in charge of ensuring the best implementation and coordination of the implementation of elements of the regional projects as per the set-up, organisation and responsibilities defined and agreed within the programme.

Main responsibilities: 1.Ensure the organisation’s representation in the country for the integral mandate of HI2.Centrally contribute to the definition and implementation the mission annual strategy 3.Manage the drawing up of the annual mission Action plan4.Develop his/her mission’s operational framework and manage its implementation5.Actively contribute to achieving HI strategic and operational goals in Middle East

CANDIDATE PROFILE:Mandatory: - Advanced degree in relevant matter (development, humanitarian, disability etc.)- Minimum 5 to 7 years’ experience in international humanitarian, development or post crisis environments- Strategic managerial skills; strong strategic analytical skills- Strategic Project development and proposal writing- Experience of security management- Strong experience in mission building and development- Project Programming, Monitoring and Evaluation- Knowledge in disability and vulnerability

Complementary: Experience in working in Islamic contexts/in the Middle-East

REQUIRED LANGUAGE SKILLS: Advanced writing capacities in English

JOB ENVIRONMENT: Egypt is obviously an absolutely fascinating country, with very interesting and inspiring challenges and opportunities for action, from the broader development opportunities to some more humanitarian potential responses. In the last two years since the “Arab Spring” revolution that ousted President Mubarak, the situation in the country has been floating between huge changes and excitements, and a lot violence and troubles. However the violence and troubles have been much located and with minimum attention, one can easily keep very safe from the troubles by avoiding some specific places and events.The living conditions in Cairo are rather enjoyable, but require also to adapt to the sometime much demanding environment in this amazing city, beating heart of Egypt and the Arab World and megalopolis of more than 20 million inhabitants.Egyptians are very welcoming and friendly people, with unique humour. The country is probably one of the most intriguing, fascinating and charming in the world!

EMPLOYMENT CONDITIONS: "2300-2500” € gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
