Water, Sanitation & Hygiene (WASH) Advisor
Status: Permanent Full Time
Reporting to the Senior WASH Advisor, the WASH Advisor will play an important role in guiding, strengthening and supporting Plan Canada and Plan’s global capacity and expertise in WASH programming, proposal development, policy/research development & public engagement initiatives.
Main Responsibilities:
• Lead the design and development of concept notes and proposals on WASH projects and programs to submit to Multilateral Development Support Agencies;
• Coordinate research and studies and participate in the development of policy and position papers;
• Provide Technical support within Plan Canada and in the program countries in Africa, Asia and the Americas on WASH projects and programs related to (but not limited to) WASH in Urban areas, Peri-urban and Rural areas, Solid wastes, Liquid wastes, School WASH, Productive use of WASH and WASH in emergency situations;
• Participate/Organize forums to share successes and program learning with donors, partners and peers;
• Contribute into the business development with various tasks to perform at different stage of the business development cycle related to WASH initiatives and other grants
• Ensures timely and quality technical inputs to different stages of program/project cycle: start-up workplans, detailed project implementation plans, baseline reports, annual workplans, progress reports, etc.;
• Ensures positive relationships with Plan field offices, donors and other partners;
• Participate into technical networking that are relevant to Plan Canada programs; and
• Perform any relevant tasks related to Plan Canada programming, program effectiveness and quality assurance as required. This will involve working with a range of individuals and teams within Plan Canada and the global organization, to develop systems, tools and processes to build Plan’s capacities in this regard.
• The position is based in Ottawa with frequent trips to the field to different Plan Country Offices based on the needs.
- Program/Grants Development: (60%)
• Provide leadership within Plan Canada and selected Plan Country Offices to prepare annual funding submission to Multilateral External Support Agencies including but not limited to Regional Development Banks, UN Agencies, Country level mechanisms, etc.;
• Identify and pursue funding opportunities with donors both in Canada and in the field offices to expand Plan’s WASH programming;
• Develop/support development of technically sound programme concepts and proposals relating to improving WASH status of children and women
• Provide technical leadership to ensure WASH components are designed into other sector-specific programme applications (Expression of Interests, Concept Notes, Proposals and Publications);
• Provide technical support in the monitoring and evaluation of Plan Canada supported projects.
- Capacity Building: (30%)
• Contribute to Plan Canada advancing best practices, designing and developing high quality WASH programs, and improving the learning and quality of existing Plan Canada funded WASH projects;
• Provide training and organizational capacity building to Plan Canada and certain Plan Country Offices to effectively design and implement WASH programming with emphasis on child rights-based approach
• Provide the state of the art technical supports to strengthen the WASH components in existing grants
• Participate in project planning, implementation and evaluation to ensure adherence to best practice in the field of WASH
- Policy, Research and Public Awareness (10%)
• Support Plan International in linking with global WASH networks
• Contribute to formulation of research initiatives in WASH issues in the developing countries
• Ensure visibility & engagement of Plans’ work in international development and WASH forums & networks in Canada
• Contribute to the development of partnerships and cooperation with other organizations in Canada and overseas on strengthen WASH programming and policies
• Contribute to raising Plan Canada profile at provincial, national & international development forums on WASH
• Keep up to date with professional knowledge on strengthening WASH of women and children in developing countries
• In collaboration with the Advocacy team, advocate with key stakeholders on strategic issues
Competencies
• Strong technical capacity in WASH programming in the developing world
• Strong research skills including information gathering, assessment, analysis and presentation skills
• Good listening skills and demonstrated capacity to work effectively with others
• Proven skills in proposal writing with demonstrated experience of successful proposal development of minimum $5 million, innovation and rights based programming
• Extensive knowledge about global WASH issues, WASH sector actors and their programs and policies
• Solid knowledge and understanding about the WASH approaches
• Proven skills in results based management approaches
• A working knowledge of donor requirements and formats
• Strong knowledge management capacity
Requirements
• University degree preferably in WASH, or post graduate degree in relevant discipline
• Minimum 8 years program experience in international development with a focus on WASH; most of of which should have been gained overseas
• Proven track record in mobilising grant funding and designing/managing projects related to WASH in developing countries
• Good familiarity, networking and working relationships with different donors and other partner organizations
• Demonstrated ability to review, synthesize information and produce quality reports
• Solid understanding of monitoring and evaluation systems
• Proven computer skills using Microsoft Office (Word, Excel and Power Point) and internet use
• A good knowledge of global WASH development issues
• Solid grasp of Results Based Management or other Logical Frameworks
• Able to work in a team enviornment, pitch in attidute a must
• Knowledge of child rights-based approach to programming
• Ability to travel internationally frequently, up to 50% of the time (a valid passport will be required)
• Fluent in oral and written English (French an asset)
