The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are currently seeking to recruit an HR Officer at P3 level for our Country Office in Kabul, Afghanistan. The selected candidate will be required to travel to other duty stations in Afghanistan.

SPECIFIC ACCOUNTABILITIES :- Draft new Standard Operating Procedures to meet evolving needs of the CO and to address CO specific situations.- Oversee the processing of monthly payroll for national staff and address issues raised regarding salary payments;- Liaise with UNDP on matters related to Fixed Term national staff entitlements and issues;- Provide advice to staff and managers in respect of rights, responsibilities, code of conduct and issues related to work and entitlements;- Act on disciplinary matters in accordance with Senior Management decisions and HR established policies and procedures and in close liaison with HR Staff Relations unit at HQ.DESIRABLE SKILLS:Good knowledge of UN and WFP personnel policies, rules and procedures. Previous supervisory experience and experience in training. Experience working with SAP and web-based HR software applications, such as WINGS, PASportNG, etc. Working knowledge (proficiency/level C) of the second official UN language is desirable. Work experience in large UN/International organization is an advantage.

Qualifications & Experience RequiredEducation:University degree in one or more of the following disciplines: Human Resource Management, public or business administration, industrial psychology or other related fields. Advanced university degree related to the job is desirable.Experience:At least five years of postgraduate progressively responsible professional experience in human resource development administration or management field. Successful completion of work in one specialised human resources area or demonstrated leadership of a human resource program.Language:- Working knowledge (proficiency/level C) of English- limited knowledge (intermediate/level B) of another official UN language or Portuguese (one of WFP’s working language).
