Job Summary

Duration: One year

Afghan Barez HR Services is bidding on a Project entitled “EU Support to Capacitate MAIL in Transition for Sustainable Public Services Delivery”. The overall objective of the project of which this position will be part of it is to support the Ministry of Agriculture, Irrigation, and Livestock (MAIL) and relevant public, semi-public and private entities previously supported by EU-funded agricultural programmes strengthen agriculture as a pillar of development. The project will contribute: To increase production by extending and improving the quality of irrigated and rain-fed cultivated land and by improving agricultural yields through greater use of high-quality agricultural inputs and extension services.

Qualifications and skills

The expert will be a horticulturalist expert with a university degree in Agriculture, with a specialist ion in Horticultural Sciences , or equivalent.

The expert should be fluent in English ( written and spoken)

General professional experience

At least 10 years working experience with a minimum of 5 years in the management /implementation of project or programmes aiming at the development of perennial horticulture and fruit and nut production in at least 3 different developing countries, with at least one experience in Fragile States. This should include at least 3 years general experience in delivering public and private horticulture services.

The expert should have:

• Proven experience in sector reform , change management , policy and strategy planning processes , restructuration of agriculture support service and set-up of institution in developing countries;
• Very good experience in relation to the development and strengthening of farmer-based organizations and participatory demonstrations;
• Proven experience in implementing participatory demonstration projects, the development of fruit tree orchard, and /or in the management of fruit and nut tree commercial and mother stock nurseries;
• Excellent working knowledge of developing data base of genetic resources or in the management of information system – has been concretely working in these fields within the frame of at least one project ;
• Experience in technical training and technology transfer, agricultural extension and preparation of training materials (has been involved in at least one development project having involved a substantial technology transfer component );
• Familiarity with genetic resources , their conservation and survey ( identifying and mapping its peculiarities) the development of germplasm conservation and the assessment of their potential following international standards would be a serious advantage;
• Proven experience in implementing participatory demonstration projects, the development of fruit tree orchards, and /or in the management of fruit and nut tree commercial and mother stock nurseries;
• Experience of leading a team at a least during two years on a project;
• He/she should demonstrate excellent communication and facilitation skills, with highly desirable (above working experience with extensive training/components), as well as training, capacity build consensus;
• Experience in Afghanistan or Central-Asia countries would be an advantage;
• Knowledge of Dari and/or Pashtu would be an advantage.

Responsibilities:

The horticulture services expert will be responsible for facilitating the operational transition as per MAIL reform of the EU-funded PHDP project. The expert will provide support to MAIL for the strengthening of the MAIL Directorate for Horticulture as well as for the development of a proper Public/Private Partnership to improve the quality and quantity of horticulture inputs and services delivered to the Afghan farmers.
