The Norwegian Refugee Council (NRC) has been present in Afghanistan since late 2002. There are currently 7 field offices in Afghanistan: Herat, Jalalabad, Mazar-e-Sharif, Maimana, Kunduz, Kandahar and Saripul. The Support Office is located in Kabul. There are approximately 450 employees working for NRC Afghanistan, including 20 internationals. The main donors are: Norway, ECHO, EC, Denmark, Sweden, BPRM and UNHCR, as well as internal and private funding.

NRC’s main activities in Afghanistan include emergency response, shelter, WASH, youth education and literacy, gender based violence response and legal assistance. NRC’s main targeted beneficiaries include conflict and disaster-displaced people, returnees and host communities.

The main purpose of the Grants Officer position is to assist the country office in ensuring donor compliance and institutional knowledge is attained as well as preparing proposals in line with NRC Afghanistan’s Country Strategy in an accountable, transparent and efficient manner. The Grants Officer reports directly to the Programme Director and will provide support to the Programme Managers and their teams.The duty station is Kabul with frequent travel to field sites.

Job description?Ensuring full compliance with requirements and conditions in grant agreements and contracts, in close cooperation with programme, support, and finance departments. ?Maintaining a donor requirement and NRC Afghanistan documentation and processes tracking system. ?Ensure copies of donor concept notes, proposals, contracts and reports are correctly filed on the shared server and also kept in hard copy. ?Attend contact meetings with donors upon request of the Programme Director/ Country Director. ?To assist Programme Managers in grant opening/ closing meetings. ?To ensure that finance and logistics departments are aware of specific donor rules and regulations relevant to programme operations. ?Organising the preparation of concept papers and proposals and participating in writing them in close cooperation with Programme Managers, M&E Manager, Support, and Finance departments and relevant departments at Head Office. ?Ensuring conformity between NRC Afghanistan’s proposals with CAD, NRC Afghanistan’s Country Strategy and donor rules. ?Ensuring the validation of the budget by the Finance & Administration Manager and ensuring that parts of the budget relating to programme outputs correspond with the proposal narrative before submittal for review to the Programme Director. ?Drafting and compiling narrative reports (donor reports and internal reports) and coordinating the process of gathering information for the reports, in collaboration with Programme Managers and the M&E Manager. ?Working with the Programme and Finance departments to ensure accurate, transparent and timely delivery of narrative and financial reports to the Programme Director, Head Office and ultimately the donor. ?Capacity building and training in the field in the areas of report writing and project cycle management. ?In coordination with the Programme Managers, to ensure that quality Core Activity Database reports are uploaded to the global system each month.

Qualifications?Master Degree in International Development, social sciences or equivalent ?Experience from international work, preferably with refugee/IDP-related emergency response ?Fluency in English ?Proven knowledge of institutional donor compliance requirements and successful experience in writing grants for institutional donors such as Norwegian Ministry of Foreign Affairs, USAID, EU, EC, ECHO, UN, SIDA, Danida, etc ?Proven experience writing multi-sectorial grants ?Excellent budget and financial monitoring skills ?Sound knowledge of participatory approaches ?Proficient in MS Word and Excel ?Holder of a valid international driver’s license. ?Knowledge of the political situation in Afghanistan. ?Proficiency in Dari/Pashto would be an advantage

We offer?Commencement: Mid October 2013. ?Contract period: 18 months with possible extension ?Salary/benefits: According to NRC’s general directions Free housing of moderate standard. Please note that tax fees may occur for some countries. ?Duty station will be Kabul. This is a non family posting. The security situation is volatile which results in limited movement recreation facilities. Accommodation is modest and international staff members can be required to live in shared accommodation.
