Job Summary

Duration: One year
Afghan Barez HR service is bidding on a Project entitled “EU Support to Capacitate MAIL in Transition for Sustainable Public Services Delivery”. The overall objective of the project of which this position will be part of it is to support the Ministry of Agriculture, Irrigation, and Livestock (MAIL) and relevant public, semi-public and private entities previously supported by EU-funded agricultural programmes strengthen agriculture as a pillar of development. The project will contribute:
To increase production by extending and improving the quality of irrigated and rain-fed cultivated land and by improving agricultural yields through greater use of high-quality agricultural inputs and extension services.
Qualifications and skills
The expert will be a Food security expert with a degree in A degree in agriculture / management / food security or development or equivalent discipline.
The expert should be fluent in English (written and spoken).
General professional experience
At least 5 years working experience in the field of agriculture and food security related information management and analysis in at least 3 different developing countries, with at least one experience in fragile states. This should include at least 3 years general experience in food security and / or nutrition.Specific professional experience
The expert should have:
• At least 5 years significant experience in agriculture and food security related information management and analysis;
• Experience of leading a team at least during two years on a project ;
• He/she should demonstrate excellent communication and facilitation skills, with highly desirable ( above working experience with extensive training / components ); as well as training capacity building and interpersonal skills including diplomacy, tact , and the ability to negotiate and build consensus ,
• Experience in Afghanistan or Central-Asia countries would be an advantage;
Responsibilities
The IPC expert will be responsible for facilitating the operational transitioning as per MAIL reform of the ECHO – funded project and creates synergies with the EU – funded SAEMISS Programme . The expert will as well provide support to MAIL for the strengthening of the IPC coordination / secretariat and to the Afghanistan food security technical team (AFSTT) to improve the food security assessment at the national level. Other responsibilities envisioned include, but is not necessarily limited to:
• Provide necessary support to implement the project's work plan for the IPC in Afghanistan and work closely with key stakeholders , particularly national authorities, an key IPC partner organizations;
• Work with the various IPC partners , particularly the national authorities, FAO , WFP ,OCHA, and INGOs to achieve the IPC implementation process;
• Facilitate the establishment of an IPC National Technical working Group ( NTWG) and ensure that partners are fully involved in the development and implementation of IPC at all times;
• Provide the required technical support and assist to ensure the production of the narrative analysis and the IPC maps for the countries and the region;
• Ensure that detailed maps as required by the IPC process are obtained from partners (government , FAO , WFP , VAM , INGOs etc.) in a timely manner and shard to all in the development / humanitarian / food security community ;
• Promote awareness on the project activities by helping in organizing awareness raising events , and ensure that the projects partners are fully involved in the process of implementation of projects activities;
• Provide necessary support for the preparation of inception report , monthly progress reports ;
• Contribute to the drafting of the final report including recommendations for improvement.
