Program Overview

Pathfinder is seeking a Finance and Grants Manager to provide financial oversight, management, and direction for the Advocacy for Better Health program in Uganda. The goal of the Advocacy for Better Health program is to contribute to improvement in quality, availability and accessibility of health services. The purpose of the program is to increase the citizens’ voice for quality service delivery. The program shall also facilitate community input in developing and delivering better services. It shall lay the foundation for increasing citizen participation in the health sector and foster cooperation among civil society actors on issues of common benefit which shall strengthen the sector over the long term.

Position Purpose

The Finance and Grants Manager is responsible for ensuring the program adheres to all budgetary and legal requirements of USAID and for ensuring the program is staying on budget and on time. S/he will be responsible for disbursing and monitoring grants for the program and will ensure the grants mechanisms operate smoothly and according to USAID grants under contract regulations. The Finance and Grants Manager will also serve in a capacity building role for subgrantees of the project.

Key Responsibilities

Financial Management
•Lead the preparation of donor financial reports and invoices and facilitate HQ review prior to donor submission.
•Provide guidance and support for the timely assessment of partner financial management capacity and ability to adhere to any specific donor requirements. Develop related action plan with program and finance staff to address any capacity/system gaps
•Review budget comparison reports to ensure adherence to restrictions on line item flexibility and stated restrictions on accepted costs. Support follow up actions to resolve any identified problems.
•Monitor the budgets and expenses at least on an ongoing basis and ensure that the aggregate budget for Pathfinder and local partners is maintained accurately at the donor approved levels throughout the year and commitments to local partners do not exceed the available budget.
•Work closely with the Chief of Party to immediately address any financial issues and serve as point of contact for all financial issues.

Grants Management
•Oversee subgranting mechanisms to ensure adherence to donor requirements related to eligibility for Pathfinder partners, budget presentation, and other proposal requirements.
•Ensure timely agreement/contract development/review/approval, both at the level of Pathfinder and partners, ensuring adherence to both internal Pathfinder and donor requirements.
•Participate in any pre-award assessments
•Review the subgrants´proposals, budgets and budget notes;
•Provide ongoing financial management capacity building to subgrantees
•Facilitate the disbursements of funds to subgrantees in accordance with grant terms
•Review and audit subgrantees´ reports, ensure subgrantees reporting timeliness
•Review grantees ‘expenditure to ensure that it is incurred in compliance with grant terms and USAID regulations
•Maintain a detailed grant status schedule and organize grant files including all correspondences relating to grants.
•Conduct grants close-outs

Basic Requirements

•Master’s Degree or higher in Business Administration, Finance, Accounting or other relevant field.
•S/he must possess at least eight (8) years’ experience in administrative and financial management of large donor projects; and experience in auditing and accounting, grants and fund management. At least five (5) years of USAID experience.
•S/he must be a certified chartered accountant.
•Demonstrated experience and skills in developing and managing large budgets.
•Proficient in relevant computer applications and databases; strong management, analytical, oral and written communication skills; and capacity building support.
•Demonstrated record of successfully managing grants for donor funded programs.
•Experience in capacity building of sub grantee organizations and in financial and forensic audits of donor-funded projects and programs.
•Experience in the appraisal of and evaluation of proposals and monitoring a grant portfolio.
•Demonstrated ability to work effectively with various constituencies including headquarters, donor agencies, international and local partners, host country government agencies, and other stakeholders.
•Excellent management, representational, and communication skills, written and oral proficiency in English, and verbal communication skills in one or more local languages.
•Ability to travel throughout Uganda; occasional travel to the US Headquarters may also be necessary.
