Pakistan: Expression of Interest (EOI) - Mid-term Review

- An international humanitarian organization intends to conduct a mid-term review of large scale development project on education and livelihood being implemented in KP province of Pakistan. Interested consultant/firms having relevant experience in evaluations/review of long term education projects are encouraged to apply:
Scope of Mid-term Review: The evaluation should provide pertinent information on following levels:
a. Progress of program implementation toward the set outcomes and overall goal.
b. Relevance, effectiveness, and efficiency of approaches, strategies and program implementation
c. Review of partnership and engagement with program stakeholders especially government departments and local partner NGOs
d. Present findings around the effectiveness of program structure
Qualifications of Evaluators Team: The team leader must be an education development specialist with knowledge of construction activities. The team leader is responsible for the overall management of the assignment. The team leader must have the significant experience in design, implementation, monitoring and evaluation of basic education programs in developing countries, preferably in Pakistan. The three other experts must have knowledge on education development and technical expertise in (school) construction, WATSAN, NRM, livelihood, TVET as well as gender and child protection.

EOIs submitted after this due date will not be entertained.
EOI should include minimum following: a) Profile of consultants/firm, b) CVs of core evaluation team, c) Brief description of previous evaluations done for education programs, d) list of clients served along with reference of minimum three clients and e) final reports of previous evaluation/assessment of education programs undertaken
