Position Description
Plan is seeking a Senior Finance and Operations Manager for an upcoming USAID education project in Guatemala. The project will focus on improving education quality and access for underserved populations such as indigenous children and out-of-school youth. The Senior Finance and Operations Manager will be responsible for the project’s financial management, compliance, and other operational and administrative duties in compliance with USAID contract regulations and Plan’s policies. The Senior Finance and Operations Manager will supervise and lead the preparation of budgets and client financial reports, and monitoring of project expenses. This is a full-time position based in Guatemala. The position is contingent upon award of the project by the client.
Principal Responsibilities •Oversee overall financial management of the project, including all accounting, reporting, and control activities. •Provide timely and reliable financial information and analysis.•Administer all contracts and procurement in compliance with USAID contract rules and regulations. •Manage overall procurement process of supplies, equipment and services; draft prior approval requests, subcontracts, and solicitations.•Monitor actual contract expenditures against approved client line items and obligated amount, and develop budget modifications as needed.•Maintain strong internal policies, processes and controls systems in order to provide timely, consistent and accurate financial and budget management.•Supervise and lead the preparation of all financial reports to the client. •Oversee all documentation of project expenses.•Undertake periodic field visits for monitoring purposes.•Educate and train relevant project and partner staff on USAID’s contract rules and regulations (FAR, OMB Circulars, etc.).•Work closely with the Plan International USA home office and Plan Guatemala Country Office staff on internal and external financial reviews and audits as required.
Qualifications and Skills•Master’s Degree or equivalent in Business Administration, Finance or other relevant field.•Significant experience in financial management of large international development programs, including significant experience of demonstrated record of excellence in financial management of USAID contracts. •Demonstrated knowledge of Generally Accepted Accounting Principles (GAAP) and USAID contract financial and other key rules and regulations (including USAID AIDAR, FAR, and relevant OMB Circulars)•Experience managing small grants programs and subcontracts with local NGOs.•Demonstrated knowledge of internal financial controls and procedures.•Demonstrated knowledge of USG contract reporting requirements and management rules and regulations.•Demonstrated ability to successfully manage projects with rigorous timelines and deliverables.•Proficiency in Microsoft Office suite, including Word, Excel, and Outlook.•Fluency in English and Spanish. •Work experience in Guatemala and/or Central America, work experience in Guatemala preferred.
