The Health Innovation Challenge Fund (HICF) is a ground-breaking initiative that will enhance understanding of the opportunities and challenges for non-state actors to improve access to safe, effective and affordable health care, particularly for women and children. The HICF will ‘challenge’ non-state actors to identify and co-fund innovations that will improve the performance of the health market system. The HICF will only support innovations that: (i) demonstrate new models that are likely to become financially sustainable; (ii) can be replicated or scaled-up to achieve significant improvements in impact and (iii) are relevant for the poor, particularly women and children. The objective of the programme is to provide seed financing in support of innovative new ideas in the non-state sector that have the potential to improve the quality and results of health service delivery in a sustainable way.
SummaryReporting to the Team Leader, the Deputy Team Leader will be responsible for helping to establish the fund, managing operations, and supporting grantees throughout project implementation. In consultation with the Team Leader, the Deputy will take primary responsibility for the project's:o Grant Management (technically and financially);o Coordinating, Providing Oversight and Evaluation of Technical Assistance, Partnerships and Mentoring; ando Knowledge Management and Communications.In addition, the Deputy will serve as Team Leader in his/her absence.
Responsibilities1. Develop a Grants Management Manual that will draw from existing best practice in grant management and will detail processes, procedures and systems for the utilisation of grant funds, development of proposals, appraisal and approval of proposals, contracting of successful applicants, disbursement and accounting of funds, as well as M&E and financial accountability. S/he will be supported by a Grants and Finance Manager who will be responsible for financial management, contracting and reporting of grantees. Periodically review the grants manual to ensure that it is working optimally2. Design eligibility and selection criteria for proposals, for the approval of the donor.3. Support the Team Leader to develop the application and appraisal processes.4. Develop an approach to ranking projects based on the scoping study.5. During the each bidding round, the Deputy Team Leader will be responsible for the application process through all phases, from launching the call to contracting successful grantees. 6. Monitor ongoing projects, including visiting grantees' sites.7. Develop procedures for knowledge management. Manage the knowledge management system defined. S/he will be supported by a Knowledge Manager who will assist in the design and implementation of the Knowledge Management and Communication Strategy. 8. Support the Team Leader to develop the operating procedures for the fund and train fund staff in their use.9. In his/her capacity serving periodically as Acting Team Leader, s/he may be required to perform management of the team, relationship management with the donor, representation of HICF, various administration duties (in collaboration with administrative staff), financial management and procurement10. Perform other tasks, as assigned by the Team Leader.
Qualifications1. Technical understanding of key health issues and health systems2. Experience with project/program management 3. Experience with business management or business analysis with a management consulting or venture capital firm4. Superior relationship management and communications skills5. Excellent leadership, management and supervisory skills6. Highly proficient with Microsoft Outlook, Office, databases and other computer applications.7. Outstanding oral and written English8. Organized and results-oriented9. Grants management expertise preferred10. M&E expertise preferred11. Able to relocate; prior experience working in developing countries helpful
