SUMMARY:
Counterpart International is seeking a Monitoring and Evaluation Expert for an anticipated 5-year program for Promoting Afghan Civic Engagement in Afghanistan. With the support of the local and headquarters staff, the Monitoring and Evaluation Expert will be responsible for designing and managing M&E systems for the program. The Monitoring and Evaluation Expert will ensure integrity and sound design for the collection of data feeding into the Performance Monitoring Plan. S/he will also be responsible for providing technical assistance to CSO/NGO partners, grantees and participants as required.
DUTIES AND RESPONSIBILITIES: Through close collaboration with the Counterpart Headquarters Team, the Monitoring and Evaluation Expert will:• Schedule and manage internal evaluations with the purpose of assessing project impact.• Manage the program’s inputs into Counterpart’s M&E database.• Support internal and external assessments and evaluations as needed.• Provide quarterly information as part of the project’s Performance Management Plan (PMP).• Ensure integrity and sound design for the collection of data feeding into the PMP.• Ensure that staff at all levels of project implementation are trained and prepared to fulfill the roles of reporting.• Coordinate activities between the field office and Counterpart International headquarters.• Be responsible for conducting technical assistance and coordinating M&E related trainings for CSO/NGO partners and participants as required.• Guide and ensure the highest quality of project monitoring, evaluation, reporting and communications.QUALIFICATIONS: • Minimum of 5 years’ experience in monitoring and evaluation with international development programs, preferably under USAID projects in the democracy and governance field.• Bachelor Degree in International Development, International Relations, Public Administration, or a relevant field, Master’s Degree preferred.• Should have the requisite training and experience, including developing baselines, structuring monitoring of remote programs and designing evaluations.• Excellent record of conducting evidence-based monitoring and evaluation work that looks at programs at the outcome and impact level.• Excellent organizational, analytical, oral and written communications skills.• Demonstrated supervisory and leadership skills.• Ability to work well in a team environment.• Recent work experience in Afghanistan preferred and a thorough understanding of the challenges and opportunities in the country.• Excellent public speaking and writing skills in English; knowledge of a local language such as Pashto, Dari, etc., is a plus.
