SUMMARY:

Counterpart International is seeking a Gender Expert for a 5-year program for Promoting Afghan Civic Engagement in Afghanistan. With the support of the local and headquarters staff, the Gender Expert will work to improve collaboration among communities, civil society and government to support civic engagement efforts in Afghanistan. The Gender Expert will ensure that gender is appropriately integrated into program activities, methodologies and approaches in a manner that is results-oriented. The Gender Expert should have competence and extensive past experience working on gender-related projects, the monitoring and evaluation of gender-related projects and writing official reports.

DUTIES AND RESPONSIBILITIES: Through close collaboration with the Counterpart Headquarters Team, the Gender Expert will:• Design and implement policies and procedures that are related to gender issues in Afghanistan.• Increase the capacity of civil society organizations to advocate on women’s rights issues through greater policy awareness and social involvement.• Promote the importance of gender equality and the elevation of women’s status in Afghan society as key to creating positive change.• Contribute to the development of activities directly related to a strong media and civil society with a focus on gender.• Coordinate with the HQ and local office staff to support the monitoring and reporting of gender issues, challenges and successes during the course of the program.QUALIFICATIONS: • Minimum of 5 years of experience in gender programming with a specific focus on civil society strengthening.• Bachelor’s Degree in International Development, International Relations, Women’s Studies, Public Administration, or a relevant field; Master’s Degree preferred.• Experience working to develop and implement programming that empowers women to participate in civil society and the public dialogue in conflict-affected countries.• Excellent organizational, analytical, oral and written communications skills.• Demonstrated supervisory and leadership skills.• Ability to work well in a team environment.• Recent work experience in Afghanistan preferred and a thorough understanding of the challenges and opportunities in the country, particularly as these relate to the functional guidelines for gender in Afghanistan such as the NAPWA, UN Resolution 1325, and the CEDAW. • Excellent public speaking and writing skills in English; knowledge of a local language such as Pashto, Dari, etc., is a plus.
