SUMMARY:

Counterpart International is seeking a Financial Manager for a 5-year program for Promoting Afghan Civic Engagement in Afghanistan. With the support of the local and headquarters staff, the Financial Manager will be the senior most individual responsible for all aspects of financial project management, as well as coordination of all financial activities. The Financial Manager should have competence and extensive past experience in the areas of: financial management, accountability, negotiations, auditing, as well as USAID rules and regulations governing all aspects of financial and administrative management and oversight of programs.

DUTIES AND RESPONSIBILITIES:

Through close collaboration with the Counterpart Headquarters Team, the Financial Manager will:• Manage all the finances related to implementation of activities under this specific project.• Ensure that the financial aspects of this program meet all of USAID, the Afghan Government, and the US federal government’s requirements in funds accountability.• Design, implement and improve all financial and accounting aspects of the program.• Monitor program expenditures and costs.• Oversee all financial transactions and reporting.• Monitor procurement, purchase orders and payment requests to ensure compliance with internal policies and procedures, as well as with USAID regulations, U.S. government regulations, Afghan government regulations, and Counterpart policies.• Manage all financial disbursements.• Ensure timely submission of all financial reports, records, files and cash requests to Counterpart headquarters.• Conduct financial research and analysis and/or make financial projections for the program.

QUALIFICATIONS: • Minimum of 5 years’ experience in financial management.• Bachelor’s Degree in Business Administration, Finance, or a relevant field, Master’s Degree highly preferred.• Experience in procurement or supply management.• At least 3 years’ experience leading the financial management of large international projects.• Demonstrated familiarity with compliance to USG Cost Accounting Standards.• Experience and skills in developing and managing large budgets.• Excellent organizational, analytical, oral and written communications skills.• Demonstrated supervisory and leadership skills.• Ability to work well in a team environment.• Recent work experience in Afghanistan preferred and a thorough understanding of the challenges and opportunities in the country.• Excellent public speaking and writing skills in English; knowledge of a local language such as Pashto, Dari, etc., is a plus.
