Location: Based in Zwedru, Grand Gedeh County or Fishtown, River Gee County, Liberia
Description:OIC International (OICI) is the prime organization of a five-year USAID Title II Food Aid Development Program (Health, Agriculture and Nutrition Development for Sustainability or “HANDS”) to reduce food insecurity in Southeastern Liberia and seeks an energetic and thoughtful Field Operations Manager to join its team in Liberia. There are two Field Operations Manager positions, one based in Zwedru and one based in Fish Town.
The Field Operations Manager will manage the day to day operations of the Zwedru/Fish Town field office to ensure that projects are carried out in accordance with the HANDS Program Objectives and implementation plan, respecting all internal and contractual procedures. S/he will mobilize the material and financial resources necessary for programs to run smoothly; supervise commodity and resource management; and coordinate the county team. Major Responsibilities:• Build and maintain a team dynamic which enables the objectives of the program to be carried out in the field offices, focusing on ensuring a good atmosphere and coordination between the program and operations teams and coordination among the Monrovia, River Gee, and Grand Gedeh offices• Ensure program targets are being met on schedule• Coordinate closely with the County Finance Manager and Logistics Officer • Ensure that the logistics staff manage the routine servicing of the generators to assure continuous electrical supply to the offices and guest houses• Supervise routine maintenance of the compounds• Work with the logistics staff to maintain offices and guest houses, including procuring and maintenance of all office equipment as needed• Ensure compliance with USG procurement standards and that supplies and equipment purchased are within the approved budget• Oversee the vehicle fleet, maintain vehicle movement chart, oversee fuel disbursements
• Track all movement of goods and supplies throughout the county with accurate waybills• Oversee commodity management, including direct distribution of Super Gari, a fortified food product produced within the program• Manage the purchase and delivery of cassava from farming communities to processing center • Develop and maintain cassava purchasing schedule, process, and contingency plan for cassava stock outs• Serve as OICI official representative in the county with NGOs, administrative, political and local authorities, civil society and the media, strengthening relations between OICI and partners • Monitor the security situation and provide updates to Monrovia office
Qualifications:
• Education: Bachelor’s degree in business management, public administration, international development, or related fields. • Experience: Minimum 2 years’ management experience with INGO • Excellent communication and interpersonal skills • Willing to live in a remote rural setting• Grassroots mindset and be willing to accomplish program objectives • Sound knowledge of operation and administration procedures• Knowledge of food distribution and production, desirable
• Energetic • Ability to multi-task and work well in a team in a challenging environment
