BACKGROUND

The Danish Refugee Council (DRC) has been implementing humanitarian activities in Yemen since 2008. Using a protection of human rights framework, DRC Yemen focuses mainly on assisting refugees and migrants from the Horn of Africa and on providing emergency assistance and livelihoods support to Yemenis who are affected by conflict in north, central and southern Yemen.

PURPOSE

DRC Yemen is seeking an experienced Alliance Coordinator to lead the Yemen Nutrition Alliance, which is comprised of DRC, ACF and Mercy Corps. The Yemen Nutrition Alliance has a mandate to address the underlying causes of malnutrition and to treat acute malnutrition throughout Yemen. This position seeks a person to coordinate the work of this Alliance, fundraise, and to regularly present its work to relevant stakeholders.

KEY RESPONSIBILITIES

OBJECTIVE 1: COORDINATION

• Provide professional coordination of an alliance consisting of three NGOs established to enhance programming and response to the Yemen nutrition crisis.

• With the thematic technical leads (WASH, Food Security and Nutrition), ensure that monitoring tools are developed and standardized, and that data is regularly collected.

• Compile and analyse monitoring data (with support from the technical leads), and produce monthly monitoring reports.

• Ensure that donor reporting is standardised between alliance partners.

• Ensure that thematic leads develop sound mainstreaming strategies (such as ensuring protection of beneficiaries and prioritizing gender throughout project implementation), and that these strategies are adopted by alliance partners.

• Together with alliance members, ensure that information and coordination is trickled down to field level.

• Together with the technical and thematic focal points, ensure that learning from the current response is captured and disseminated to all stakeholders (to enhance external application of learning) where relevant.

OBJECTIVE 2: ADVOCACY AND EXTERNAL REPRESENTATION

• Advocate to donors, media, government, and other stakeholders through bi-lateral meetings, press releases, and workshops, on topics approved by the alliance.

• Represent the voice of the alliance with the relevant clusters and working groups for the need of coherent response, coordinated assessment and timely sharing of information and reports.

• Responsible for communication with the donor i.e. UNICEF on behalf of the alliance (although grants will be managed by individual agencies).

OBJECTIVE 3: FUNDRAISING

• Liaise with potential donors and fundraise for the alliance.

• Lead the alliance towards agreeing upon a common programme strategy for existing and new programmes.

• Prepare proposals that reflect the agreed alliance strategy.

REPORTING ARRANGEMENTS

The Alliance Coordinator will report to the Country Director.

QUALIFICATIONS

• Experience in working in an alliance or consortium

• A master’s degree in development or equivalent in humanitarian response knowledge and experience

• International experience in humanitarian project design and management.

• Significant experience in proposal writing and donor liaison.

• Demonstrable experience in coordinating a range of stakeholders.

• Experience in capturing and disseminating learning to different audiences for a range of purposes.

• Diplomacy and excellent interpersonal skills, together with the capacity to remain calm under pressure.

• Excellent communication skills (written and oral) in English.

• Experience in working with UNICEF funded projects.

CONDITIONS

Availability: November 2012

Duty station: Yemen is a non-family duty station. DRC will provide accommodation of moderate standard. As insecurity levels in Yemen are currently quite high, DRC security procedures may require shared housing, limitations of personal movement and other restrictions.

Contract: 12 months with possible extension depending on availability of funds and performance of the candidate. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates (available at www.drc.dk under Vacancies). This position is graded as A11.
