Program Manager - Yemen (local hire)
Position Title: Program Manager Project: Bio Engagement Program- Livestock for Life- Fighting Zoonoses in YemenDuty Station: Sana’a but regular travel required to all project sitesProject Duration: One year (extendable)
Project Summary: Relief International is implementing Bio-security Livestock for Life Project funded by Bio engagement Program of the Department of State in selected governorates in Yemen. The project aims to establish a coordination mechanism between the target community and government line agencies to increase awareness and capacities to minimize the disease transfer between livestock and humans.
Program Manager Responsibilities:The Programme Manager (PM) will be overall responsible for detailed designing, planning, coordination and implementation of the project. - Provide support in carrying out assessment study for target UCs & Villages selection for target community and beneficiaries, where to implement the Project activities.- Develop and ensure implementation through a detail implementation plan for project activities. - Develop the selection criteria for the selection of beneficiaries for project activities.- Regularly visit the project site and guide the team on proper implementation of the project activities- Develop Bi-weekly, monthly and quarterly report regarding project activities.- Monitor & evaluate all the project activities and come up with value able suggestions for improvement in the implementation of current projects.- Establish a coordination mechanism with Government line agencies as well with target beneficiaries for strengthening the linkages development between the community and government line agencies.- Develop training plan for beneficiaries along with government officials.Coordination and Linkages Development:- Coordinate regularly with Livestock departments, Health, wildlife departments & target communities to present project design and seek local recommendations.- Supervise the project team; orient them on project design, provide them with work plan, implementation strategy and reporting formats. - Represent Relief International in donors and Government liaison meetings for current and new interventions as focal/technical person.- Coordinate activities with donor, UN agencies, I/NGOs and Government Ministries and Institutions.Operational Management:- Supervise the staff of the project and be responsible for their effectiveness and efficiency all the time.- Undertake performance appraisals of the staff reporting to him/her and suggest promotion/separation from service to Management.- Initiate a program of Capacity building for Project team members.
Program Development:- Support BEP focal person/DCD/CD and PD team in preparation of concept notes, monthly quarterly reports, MOUs, success stories and other important documents related to the project.- Assist the Program Development Section in conducting surveys, project designing for developing concepts and case studies to be presented to different donor agencies.Requirement: - The ideal candidate should have a Master Degree in Animal Husbandry/Veterinary Sciences/MPH from a recognized University and strong experience (6-8 Years professional experience in community empowerment program, Livestock& health related projects) specifically in livestock & human health related project. Previous experience with disease control or community -government engagements projects is highly desirable. Experience with I/NGO/UN in relevant field, good report writing skills and good command on using MS Office, MS Excel and Internet is also important.
