Evaluation of HIV Program in Georgia
- BackgroundThe Global Fund to Fight AIDS, Tuberculosis and Malaria has invested in the HIV/AIDS response in the Republic of Georgia since 2004 starting with Round 2. Cumulatively the Global Fund has approved over USD 48 million and disbursed over USD 40 million to fund Georgia’s HIV programs. This represents a high investment per capita for a population of 4.5 million, and a high investment per person living with HIV for a total of 3,400 registered cases, with a per capita amount among the highest in the region.
Currently the Global Fund has one consolidated HIV grant, GEO-H-GPIC, worth over EUR 17 million in Phase 1 which is nearing the end of its first phase in December 2012. The grant recently went through the Global Fund Periodic Review in July 2012, and the need for a thorough external evaluation of the HIV programs financed by the Global Fund has become clear in order to inform the continuation of the grant in Phase 2 (2013-2015) for a potential further EUR 20 million investment. There is currently insufficient up-to-date data on HIV prevalence and risk behaviours among most-at-risk groups on the basis of which to evaluate the grant’s progress towards impact on the HIV epidemic. In addition, the latest HIV surveillance data show an increase in the number of newly reported cases and AIDS related mortality, though the factors associated with the increase have yet to be defined. To-date there has never been an evaluation of the HIV program in Georgia nor an assessment of the quality of services provided.
- Objectives:
The purpose of the evaluation is two-fold:1) To determine the impact and outcome of the HIV program in Georgia to-date, including an assessment of quality of services where available data permits, and2) To define the most effective interventions going forward to yield an impact on the epidemic.
Depending on the evaluation outcome, the results will be used as the basis to re-focus the strategic direction and re-design the programmatic activities for the re-submission of the proposal for Phase 2 of the HIV grant.

- Application processPotential consultants are required to produce a proposal not exceeding 3 pages (this does not include CVs of team members) describing: • The evaluation framework, highlighting the specific evaluation questions and methods to be used.• The analytic framework. • A report outline. • Input/activity based budget with full justification of costs.• CV of team members. • Designated team leader.
