Under the overall supervision of the Officer in Charge (O.I.C.) FAO Somalia and of the Project Manager/ CTA and the direct supervision of the Nutrition Technical Manager, the Nutrition Analyst will focus on the following areas and tasks:Specific Duties and Responsibilities• Maintain responsibility for nutrition situation analysis in designated zones/regions of Somalia. Specifically, the staff member will:o Develop and maintain an up-to-date work plan for the zone, and coordinate its implementationo Coordinate data collection through nutritional surveillance system (nutrition surveys, rapid assessments, health facilities, sentinel sites surveillance)o Analyze data generated through nutritional surveillance system (assessments, sentinel sites surveillance) using an appropriate computer software (E.g. Epi info and nutrisurvey)o Manage the FSNAU human resource in the zones (staff performance reviews/evaluation)o Provide technical and operational support and guidance to zonal team.o Ensure the implementation of administrative guidelines by staff members in the zone (with particular attention to those related to travel procedures and security).o Identify capacity deficits among staff members in the zone and recommend appropriate ways of addressing them implementing where possible.o Budget, manage and account for finances for the various activities undertaken in the zone.o Ensure monthly and quarterly reports are submitted to Nairobi on a timely basis by field analysts• Identify and strengthen partnershipso Identify capacity deficits among partners in Somalia and take steps to ensure they are addressedo Conduct training of technical focal points of partner agencies in the designated zone, annuallyo Coordinate with partners at country, zonal and regional levels during surveillance and dissemination of informationo Support the team in the development and maintenance of professional relationships with key partners in Somalia and Nairobi. • Contribute to the development and implementation of specific research initiatives related to nutrition and food security in Somalia.• Ensure that the various nutrition databases are maintained and updated with relevant information from your zone as necessary.
• Acts as Infant and young child feeding (IYCF) and maternal nutrition focal point for nutrition unit taking technical lead on IYCF/maternal nutrition matters including development/review of data collection tool, data analysis and presentation and related research and emerging issues• Represent FSNAU nutrition in interagency and nutrition cluster meetings in the absence or as directed by the Nutrition Technical Manager and in line with key areas of interest and research. • Contribute to production and dissemination of nutrition information through FSNAU’s routine bulletins.• Contribute to the nutrition assessment reports produced by other team members providing constructive criticism additional input and advice where appropriate. • In the absence of one of the Nutrition Analysts and in consultation with the Nutrition Technical Manager, provide support to cover the gaps and delegate the relevant responsibilities and activities to the remaining team members to ensure all areas of the project are being supported• Contribute to developing, piloting, implementation and utilization of standard technical guidelines for all project activities• For sudden onset shocks such as conflict and floods co-ordinate all information flow from field staff to a central point, • Act as mentor for new Nutrition Analysts• Monitor communication with partners in relation to assessment planning and analysis – linked to improved coordination at Nairobi and field level. • Support the development of structures to improve contextual information availability, through increasing coordination and liaison with other sectors such as water, food security, livestock etc. • Disseminate information through ad-hoc reports, contributions to other reports (FSNAU, UNDP, OCHA etc) and communications with interested parties• Perform other related duties as required.KEY PERFORMANCE INDICATORSExpected Outputs: Required Completion Date:i) Maintain responsibility for nutrition situation analysis in designated zones/regions of Somaliaii) Plan and coordinate implimentation of large scale Nutrition assessments and analysisiii) Analysis of health and feeding facility data iv) Disemination of Nutrition situation reports through reports, presentations and one-to-one meetingsv) Write Technical series reportsvi) Write Nutrition updates

II. Organizational Context

Somalia has been passed through long decades of civil war and natural disasters. The humanitarian crisis in Somalia deepened in 2011 due to famine that killed hundreds and thousands of people. South Central was the worst hit, triggering massive displacement of people to Mogadishu city from adjoining regions like Bay, Bakool, Shabelles and Hiran regions

OCHA Somalia remains committed to playing this distinctive role in improving response and displaying its added value at all levels of the Somalia operation. Increasing its field presence and strengthening field cluster structures will be the priority for OCHA in 2013.

OCHA will further strengthen its presence in Mogadishu and continue to play a key role to support the Humanitarian Coordinator in the mobilization and coordination of an effective and principled humanitarian response. OCHA is particularly concerned that vulnerable communities, especially IDPs, and those at risk from natural disasters and conflict receive humanitarian assistance and protection, which meet their assessed needs and enable them to rebuild sustainable livelihoods.

  1. Advocate for access to basic services, especially water, sanitation, education and health for vulnerable communities, including the collection, analysis and dissemination of information to humanitarian partners, and negotiation of access.
  2. Support the government efforts and humanitarian organizations in IDP relocation and return.
  3. Coordinate the implementation of humanitarian response in Somalia with UN agencies and programmes, national and international NGOs and local authorities/communities as appropriate, with focus on strengthening the Cluster approach.
  4. Enhance a protective environment that respects the human rights of all, including IDPs, returnees and minority clans.

III. Key Functions:The Humanitarian Affairs Analyst will play a key role in ensuring the primary objectives of OCHA Somalia are met by contributing to the following:1. Information Collection in support of Humanitarian Analysis and Response • Review incoming field reports, prepare summaries of field activities and flag important issues to senior management• Together with the gender advisor and the operations manager, contribure to the Consolidated Appeals Process (CAP), and CAP Mid-Year Review and End-year Review processes• Collect field information to monitor and improve ongoing responses, coordination activities and information products especially from a gender perspective • Gather and verify information on issues affecting the humanitarian situation, emphasizing opportunities for response from a gender perspective. • Establish relationships with key stakeholders, including non-traditional humanitarian actors, in areas of operation to ensure humanitarian information flow from OCHA to partners and vice versa and ensure their participation in operations.• Together with the PIU, prepare information on gender concerns for monthly bulletins and other information sharing documents / publications• Engage the GTG, the GBV Working groups, PSEA coordinator and other gender focal points to assist with sustainable coordination of gender related activities and work plans

  1. Coordination and partnership with humanitarian stakeholders

• Contribute to the existing coordination mechanisms and assist in the establishment of new field coordination wherever required.• Draft correspondences to stakeholders, Organize for meetings, take notes, disseminate the minutes, and prepare for field visits • Conduct briefings on the Somalia operation and field activities to new organizations and partners • Backstop the cluster coordination focal point when required.

  1. Capacity building and knowledge sharing

• In collaboration with the gender advisor and the operations manager • contribute to the development of a capacity building strategy Conduct trainings, dialogues and discussions with OCHA Staff, Cluster partners, UN Agencies and Donors on gender in humanitarian action in line with the strategy as required• Support the cluster coordinators, gender focal points and partners with information and training on gender in humanitarian action

IV. Impact of ResultsPlay a strategic role in identifying gender concerns in humanitarian response and assisting to develop a plan to address these matters. Timely delivery of outputs with focus on high quality and standards including up to date information on gender issues. Form strong strategic linkages with all actors in the gender sector to help OCHA meet its objectives with respect to the coordination of humanitarian and emergency assistance.

Education: • Master’s Degree or equivalent in Gender studies, Political Science, Sociology, Law or International relations or any related field • A first level university degree with 2 years’ experience may be accepted in lieu of the advanced university degree.

Experience: • Up to 2 years of relevant experience particularly with an understanding of gender inequality and gender-based violence with a good understanding of how this manifests in the social and cultural context of Somali society and with an ability to gain access to communities. Basic knowledge of social science, development, humanitarian relief issues, or law is desirable Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems.

II. Organizational Context

Given the current crisis in Somalia, OCHA has to scale up its support to the Humanitarian Coordinator in mobilization and coordination of an effective and principled humanitarian response. OCHA is particularly concerned about vulnerable communities and those at risk due to current drought and conflict. Under the leadership of the UN Humanitarian/Resident Coordinator for Somalia, OCHA maintains an office in Nairobi and a field presence inside Somalia; the primary objectives of OCHA Somalia include the following:

  1. Advocate for access to basic services, especially water, sanitation, education and health for vulnerable communities, including collection, analysis and dissemination of information and negotiation of access.
  2. Coordinate the implementation of humanitarian response in Somalia with UN agencies and programmes, national and international NGOs and local authorities/communities as appropriate with focus on strengthening the Cluster Approach.
  3. Enhance a protective environment that respects the human rights of all, including IDPs, returnees and minority clan.

The HAA is expected to have comprehensive knowledge of Somalia, UNOCHA operations, humanitarian partners, operations of the government and NGOs. As such the HAA provides the elements of institutional memory and local networking essential to the credibility and authority of the statements and documents provided by OCHA and the Humanitarian Coordinator. They work with little supervision in the field, and are expected to prepare concise reports and analysis and are an integral part of the OCHA Team in Somalia.

Ensure accurate Information Collection in support of Humanitarian Analysis and Response, focusing on the achievement of the following results: • Review incoming field reports, prepare summaries of field activities and flag important issues to senior management• Actively participate in the Consolidated Appeals Process (CAP), and CAP Mid-Year Review and End-year Review processes.• Gather and verify information on issues affecting the humanitarian situation, emphasizing opportunities for response.• Supports regional analysis and interface with the AIM working group to extract key action points that need follow up from assessments undertaken and the humanitarian Dashboard.

  2. Ensure facilitation of information sharing among partners focusing on achievement of the following:• Pro-actively share information with OCHA and relevant stakeholders on pertinent issues. • Identify key pieces of information that will assist with organizational decision-making with a particular focus on improving humanitarian response.

  3. Ensure the development of coordination and cooperation mechanisms among stakeholders focusing on the achievement of the following results:

• Support existing coordination mechanisms and assist in the establishment of new field coordination wherever required.• Establish relationships with key stakeholders, including non-traditional humanitarian actors, in areas of operation to ensure humanitarian information flow from OCHA to partners and vice versa and ensure their participation in operations

  1. Ensure proper monitoring and reporting focusing on achievement of the following:

• Support the collection of field information to monitor and improve ongoing response, coordination activities and information products. • Prepare succinct reports on the key humanitarian issues in the districts and workings with district level partners provide analysis on response gaps and advocacy issues

  1. Ensure facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

VI. Recruitment Qualifications

• A relevant first level university degree with qualifying experience may be accepted in lieu of the advanced university degree.

Experience: • Up to 2 years of relevant professional experience, preferably in complex emergency and inter-agency contexts, dealing with relief and transitional issues.• Familiarity with UN policies, rules and procedures, particularly in relation to humanitarian response and coordination, and knowledge of institutional mandates, policies and guidelines pertaining to humanitarian assistance, especially the humanitarian reform agenda. • Ability to research, analyze, evaluate and synthesize information. • Ability to express clearly and concisely, ideas and concepts in written and oral form.
