Ghana: Chief of Party, Regional Family Planning/ Reproductive Health Project - Ghana

PSI seeks an experienced Chief of Party to plan and coordinate all activities under the upcoming USAID-funded Regional Family Planning/Reproductive Health project in West Africa. The Chief of Party (COP) should have significant leadership, management and international development experience; a demonstrated track record in successfully managing government relations; a commitment to capacity building; a strong interest in private sector approaches to development; and experience successfully implementing international health programs centered around social marketing and behavior change communications. This position will likely be based in Accra, Ghana, and will coordinate management teams in Francophone West and Central Africa. He/she will report to the Regional Director for West and Central Africa.

RESPONSIBILITIES:

• Serve as main point of contact/representative of the project to USAID/West Africa and liaise with project partners.• Facilitate senior level FP/RH policy dialogue with the Ministries of Health, other donors and regional institutions and partners.• Provide effective guidance and support to technical members of the in-country management teams and short-term technical consultants to improve the provision of high quality family planning products and services as well as FP/RH advocacy.• Ensure the effective use and coordination of USAID resources and the compliance of the financial systems and controls with USAID standards as well as compliance with US regulations and policies around Family Planning.• Lead internal and external program planning and reporting including annual work planning with sub award partners and ensuring the dissemination of program results as well as external engagement representation.• Ensure sound financial management including programmatic budgeting, spending projections, and monitoring of payments.• Ensure high-quality periodic reporting in line with USAID and PSI requirements (Quarterly and Annual Status reports, quarterly financial reports, etc.).• Perform any other responsibilities as requested by the Regional Director and dictated by USAID deliverables.

QUALIFICATIONS:

• Masters degree in public health, social sciences, international development or related field; an advanced degree is preferred.• 15 years experience in the implementation and management of international development projects in West and Central Africa, preferably in FP/RH programming.• Knowledge of the socioeconomic, institutional, and policy issues related to reproductive health and family planning programs.• Experience in family planning and/or service delivery in West and Central Africa is essential.• Demonstrated skills in effectively negotiating with host governments, regional institutions, donors and partners• Experience with and knowledge of USAID grant implementation.• Exceptional managerial and operational experience, preferably managing complex multi-national activities involving coordination with multiple program partner institutions.• Experience with advocacy and institutional development within government and non government channels.• Excellent interpersonal and communication skills (oral and written).• Excellent management and multi-tasking skills.• Fluency in English and French required

Ghana: Technical Advisor, Regional Family Planning/ Reproductive Health Project - Ghana

PSI seeks a Technical Advisor, Reproductive Health to assist the Chief of Party and support the Reproductive Health programs under the USAID-funded Regional Reproductive Health project in West Africa. The position will likely be based in Accra, Ghana and will support countries in Francophone West and Central Africa. The Reproductive Health Technical Advisor will report to the Chief of Party.

RESPONSIBILITIES:

• Work in close collaboration with the Chief of Party and the program technical staff to provide strategic inputs to the programs’ activities.• Monitor program results and be responsible for ensuring that the program provides high quality technical services, meets its annual targets, and maximizes health impact.• Participate in the development of appropriate high impact service delivery models and advocacy tools based on local country context and international best practices. Compile, review, and prepare technical and other reports required by USAID and PSI/W.• Provide technical oversight and strategic direction for program implementation and development.• Work with partners to optimize reproductive health programs and build the capacity of the community, the government, and the regional partners to sustain the health impact of the program. • Develop and disseminate project case studies and/or other technical briefers/program highlight documents.• Ensure technical compliance and adherence to quality assurance standards and policies for FP/RH activities• Represent project at relevant stakeholder meetings and technical fora• Serve as Chief of Party when s/he is away from the program.

QUALIFICATIONS:

• At least 10 years of experience in successfully managing complex projects and maintaining consistent standards and quality • A clinical degree (MD, MW, RN) required; a combined clinical degree with an MPH preferred• Minimum 5 years experience managing Reproductive Health/ Family Planning programs, preferably in the West and Central Africa region.• Experience with implementing and managing USAID funded international health project design, monitoring and evaluation methodologies.• Background in clinical and community-based FP service delivery approaches; working with governments, NGOs and the private sector• Experience testing and adapting service delivery models and approaches to a variety of contexts and organizations• Experience developing reproductive health capacity at individual and organizational level.• Experience in policy analysis, developing and implementing advocacy plans/strategies• Experience managing, implementing, and evaluating large complex projects involving the collection, analysis and presentation of health and population data that covers the full range of technical, field and administrative skills required for successful implementation of short and long term family planning methods and interventions.• Solid skills in data analysis, synthesis, reporting and presentation• Well organized, attentive to detail, with an ability to multitask.• Works well independently and in teams.• Fluency in English and French required
