The incumbent is supervised by the Senior Regional Admin/Programme Officer who defines general work objectives and provides necessary advice and guidance. Completion of secondary education with post-secondary certificate/training in Business Administration, Finance, Office Management, Human Resources or other related fields.Minimum 6 years of previous job experience relevant to the function.Computer skills (MS office and People soft applications).Fluency in English and working knowledge of another relevant UN language or local language (as applicable in the duty station). We are currently seeking qualified individuals for the position of Internal Auditor at P4 level, which will be based in the Office of Internal Audit at our Headquarters in Rome, Italy. The selected candidate will be required to travel frequently outside of Italy to work in the organization’s country offices.

Within delegated authority, the Internal Auditor will generally be responsible for the following duties:

· Evaluate internal control systems at Headquarters and in regional and country offices and recommend improvements and enhancements to ensure that assets are adequately safeguarded against loss and misappropriation and that administrative and financial records are accurate and reliable;

· Lead audits of state of the art ICT systems and environments in conformity with internationally accepted ICT standards

· Conduct financial, operational and compliance audits at Headquarters and in regional and country offices in accordance with prescribed audit standards, and ensure that regulations, rules, policies and agreements are adhered to;

· Periodically conduct detailed reviews of WFP’s financial statements and the supporting notes and schedules to ascertain the fairness of balances of accounts as presented and conformity with IPSAS;

· Perform efficiency, economy and value for money audits in regional and country offices and in specific audit thrust areas at Headquarters to ensure that utilisation of resources is in accordance with plans and budgets, in conformity with donor requirements and in the most advantageous terms for the Programme;

· Develop audit work plans for assigned audit engagements;

· Write draft and final audit reports in a clear, concise and timely manner including implementable recommendations which have been discussed with and agreed to by the auditee;

· Assess the reliability and propriety of accounting and financial information provided to Management on which decision and/or policy formulation are based;

· Follow up on the implementation of audit recommendations made by internal and external auditors and evaluate the responses and actions taken by management of the audited units of the Programme, as well as provide advice or clarification to clients when necessary;

· Coordinate with External Auditors in order to achieve adequate and complete audit coverage of all phases of operations;

· Provide advice on policy documents prepared by management as required;

· Contribute to preparedness actions such as early warning, risk analysis and contingency planning and make recommendations. Periodically monitor the management of risks and report on any actions taken;

· Supervise other audit staff and consultants, and provide training/technical guidance as required;

· Perform other related duties as required, including carrying out management audits, special studies, investigations and inspections.

Qualifications & Experience Required

Education:

· University degree and membership in an internationally recognized accountancy body such as an Institute of Chartered Accountants, an Institute of Certified Public Accountants or equivalent; OR university degree in business administration, finance, accounting, audit, information systems or other related field with advanced training/courses in audit, information systems or other related fields.

Experience:

· At least eight years (3 of which international) of postgraduate progressively responsible professional experience in auditing in a variety of commercial enterprises, national governments or international organizations which use modern auditing techniques, including auditing automated financial and management information systems and management and operational areas;

· At least six years’ experience in managing and delivering complex internal audit services related to information systems, information technology, IT system development and data security, preferably within, but not limited to, an Enterprise Resource Planning (ERP) system environment. ICT auditing in government or public sector international environment is an asset;

· Previous experience in the conduct of audits with a UN organization or international financing institution and working in developing countries is an asset;

· General knowledge of UN system policies, rules, regulations and procedures is considered a plus.

Competencies:

· Highly developed judgment and interpersonal skills to deal with clients on difficult and sensitive areas;

· Ability to identify key audit issues, present sensitive and difficult audit findings and recommendations to Programme management;

· Excellent communication skills, both orally and in writing, including the preparation of reports;

· Resourcefulness, initiative, maturity and the ability to work with minimum direction;

· Ability to work with individuals from a wide variety of backgrounds;

· Strong management and technical leadership skills.

Language:

Terms and Conditions

This position requires frequent travel to our Field Operations, which are located in over 70 countries in the world, mainly in developing countries. Travel requirements are on average 30% of the time. Each trip lasts on average three weeks.

Selected candidate will be employed on a fixed-term contract with a probationary period of one year.

Special Notice: Mobility is and continues to be a core contractual requirement in WFP. This position is however currently classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is re-designated as rotational or the incumbent applies and is reassigned to a rotational position.

Background

The WFP Professional Staff Association (PSA) was established in September 2004 and a Recognition Agreement with WFP management was signed in April 2007. The PSA is a voluntary organization of WFP International Professional staff choosing to associate, irrespective of their duty station, Headquarters or Field, to promote and safeguard i) the rights, interests and dignity of professional staff, ii) the overall general welfare of staff, iii) the conditions of service, and iv) fairness and justice in the treatment of staff.

Responsibilities

The Consultant will report to the PSA Legal Officer and be responsible for the following key duties:

  • Attend all PSA related meetings and summarize main findings;
  • Assist in the organization of the Annual General Meeting and other PSA events;
  • With the guidance of the PSA President and the Legal Officer, facilitate communications with members, including drafting of correspondence and assisting in the preparation of information Bulletins, Newsletters and other communications;
  • Update and manage the PSA website, including updating the homepage and the creation of new pages;
  • As requested, brief staff members on the work of the PSA, with a view to encouraging wider membership;
  • Ensure that the PSA membership lists are kept up-to-date, for communication purposes;

Job purpose

Reporting to the Director General, and in close collaboration with Bioversity International’s research leaders, the Director of Strategic Partnerships and External Engagement will develop and execute strategies that expand the role that Bioversity’s communications, partnerships and global initiatives play in enhancing the impact of the organizations’ research. The individual will provide leadership in the organization’s resource mobilization and engagement strategies and enhancing the international profile of Bioversity International. He or she will support the Director General in cultivating, building and nurturing resource partners as well as Institutional strategic partnerships and alliances that are essential for advancing and successfully achieving the mission of Bioversity International. As a member of the Senior Management Team, the Director of External Engagement will contribute to the overall effective management of Bioversity.

Specific responsibilities

Resource Mobilization• Lead and implement a fund raising programme, with a focus on bilateral, multilateral, foundations and corporate donors; • Identify, engage and secure support from a range of funders, including governments, international and national agencies, multilateral institutions, non-governmental organizations, foundations and the private sector;• Ensure Bioversity is fully informed on key trends by scanning the market environment, generating and analyzing related data and information, and sharing it within the organization;
• Support staff in the cultivation, solicitation and stewardship processes of potential Bioversity International funders;• Work closely with the Director General and ensure Board and Honorary Council’s support to lead and manage the process of developing in detail the strategies and tactics for approaching specific funders, be they corporate, foundations or individuals; • Help create awareness of the impact and tangible benefits generated through past, present and future investments in Bioversity International’s research;• Provide regular and appropriate reporting to the Director General and the Bioversity International Board on the fundraising programme; • Increase the visibility and understanding of Bioversity, through effective communication of its scientific work, particularly with funders internationally; this will include developing and nurturing relationships with key external stakeholders who can help to deliver our messages to a wider audience;

Communications

  • Serve as primary communications focal point for assigned geographic areas and thematic issues;
  • Prepare and edit news releases, briefing notes, backgrounders, features, media talking points, question and answer documents;
  • Generate social media content including, text, photos, videos and audio for use across a range of integrated online platforms including WFP website, Twitter feeds and Facebook pages;
  • Prepare multi-media products for external distribution to the public, the media, educational institutions, non-governmental agencies and donors;

  • Maintain the wfp.org private sector section, tweets on @wfp_business, write private sector blog posts;
  • Oversee day-to-day media relations and marketing plans from inception to execution, hitting all deliverables on time;

We are currently seeking to fill the position of Human Resources Officer at P3 level, which will be based in Staff Relations Unit of the Human Resources Division at our Headquarters in Rome, Italy.

Organizational Setting and Reporting
Staff Relations Unit (HRMS) reports directly to the HR Division Director and is responsible for the management and administration of HR processes related to misconduct, discipline, performance rebuttal process, terminations for cause, staff grievances and complaints and staff-management relations. HRMS’ main internal collaborators include the WFP Office of Investigations, the WFP Legal Office, HR Officers and senior management worldwide. The incumbent will be under the general supervision of the Director of the Human Resources Division and the direct supervision of the Chief of HRMS.

Responsibilities
Within delegated authority, the Human Resources Officer will be responsible for the following duties:
Operations:

  • Provide secretariat and liaison support for relations between management and staff representatives; follow up with relevant parties on issues arising from staff-management discussions and agreements;
    • Administer the performance rebuttal process in compliance with the organisation’s policy;
    • Administer the due process requirements related to administrative decisions related to unsatisfactory performance (extension of probation and suspension of salary increases);
    • Administer the HR aspects of the grievance process in accordance with established staff regulations, rules, policies and procedures, including reviewing, fact-finding and preparing initial draft findings and recommendations on informal complaints of Harassment, Sexual Harassment and Abuse of Power (HSHAP) made to the Director of HR under the organisation’s HSHAP policy, ensuring that any HR follow up action is implemented;
    • Review grievances from employees;
    • Administer the contract conversion (to Continuing appointment) for the HQ General Service category;
    • Participate in briefing sessions on HRMS area of work, including in the orientation programme and technical briefings on HRMS area of work;
    • Participate in relevant ad hoc working groups internally and at the inter-agency levels;
    • Keep abreast of legal and other related developments in areas of internal administration of justice;
    • Provide proactive and innovative approaches to delivery of HRMS services.

Advisory Services:

  • Provide policy and procedural advice and recommendations to the Unit Chief, HR Officers worldwide and senior management on HRMS area of work, especially on managing probationary performance, Harassment, Sexual harassment and Abuse of Power (HSHAP) and contract conversion exercise;
  • Provide advice and guidance to managers, HR staff and others on code of conduct, grievances, rights, duties and responsibilities;
  • Provide analysis of cases, evaluate impact of policies on WFP and make initial recommendations to develop related policies to meet evolving WFP needs;
  • Identify trends and systemic issues in ILO Administrative Tribunal (ILOAT) and United Nations Dispute Tribunal (UNDT) jurisprudence on area of work, and develop appropriate recommendations to management to address such issues;
  • Support human resources staff in other offices.

Coordination and Collaboration:

  • Participate in divisional, inter-divisional and inter-agency meetings and working groups on related areas of work;
  • Plan, contribute to, and implement approved HRMS initiatives.

Other:

  • Prepare reports and participate and/or lead special HR/HRMS project(s); Supervise the work of a junior HR Officer and an Administrative Assistant to ensure quality control and timely turn-around of cases;
  • Contribute to developing branch's work plan. Prepare and ensure compliance with own work plan as well as that of staff under incumbent's supervision;
  • Perform other job-related duties as assigned.

Qualifications & Experience Required
Education:

  • University degree in Human Resources Management, Public or Business Administration or other related fields;
  • Qualifying legal experience, preferably in employment/labor relations is desirable;
  • Admitted to practice law in at least one national jurisdiction is an asset.

Experience:

Technical Skills, Knowledge & Competencies:

  • Good theoretical knowledge of law (preferably administrative and/or employment/labour law), in particular the application of legal principles, concepts and policies to the review, examination and processing of a range of legal issues and documents;
  • Proven ability to write in a clear and concise manner, including ability to draft/prepare briefing notes, presentations, legal submissions and reports and to communicate effectively orally;
  • Strong analytical skills and ability to conduct legal research on a range of relatively complex and intricate issues;
  • Ability to move work forward despite changes in operational requirements, organisational priorities etc. and to solve potential problems and negative outcomes in a proactive manner;
  • Demonstrated ability to develop and maintain effective work relationships with human resources counterparts, managers and staff;
  • Sound judgement and discretion in handling confidential material;
  • Ability to create and maintain an environment that promotes respectful communication with all individuals regardless of gender, national and cultural background;
  • Ability to develop clear goals that are consistent with agreed strategies; identify priority activities and assignments; adjust priorities as required; allocate appropriate amount of time and resources for completing work; foresee risks and allow for contingencies when planning; monitor and adjust plans and actions as necessary; use time efficiently;
  • Ability to spot and analyse potential problems, identify exceptions and propose solutions in a proactive manner; formulate effective human resources operations where methodology is established or human resources problems have precedents;
  • Develop human resources procedures that meet the Unit’s needs or improve upon already established procedures.

Language:

  • Working knowledge (proficiency/level C) of English and intermediate knowledge (level B) of another UN official language (Arabic, French, Spanish, Russian or Chinese) or Portuguese (one of WFP’s working languages);
  • Knowledge of French or Spanish is desirable.

Special Notice: Mobility is and continues to be a core contractual requirement in WFP. This position is however currently classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is re-designated as rotational or the incumbent applies and is reassigned to a rotational position.

Terms and Conditions
Selected candidate will be employed on a fixed-term contract with a probationary period of one year.
